Noncompliance update
10
Mandatory reporting of IPEDS
  • Reporting IPEDS is mandatory for all institutions
with PPA with US Dept of ED for Title IV federal
    student financial aid
  • Since 2002-03, FSA has been enforcing this with
    fines, warnings
  • Penalties for noncompliance include
  • Fine of up to 27,500 per violation
  • Institutions eligibility to participate in Title
    IV programs can be suspended

Followup

    these low numbers happen
  • We are doing a lot of followup, during and after
    collections
  • Accepting data 2 wks after close
  • This summer, well send letter to CEO and KH of
institutions that have had their one and only
    second chance

15
2007-08 data collection
16
Proposed changes for 2007-08
  • Initial Federal Register notice placed January
    24, 2007 which began a 60-day comment period
    through March 26
  • On March 8, second notice in Fed Reg was posted
    that read

17
March 8 Notice
  • The Department has received comments regarding
some of the new questions included for the first
time in this proposed IPEDS Information
Collection Request (ICR). The Secretary has taken
these comments into consideration and decided to
revise the proposed collection by removing some
of the new items proposed for this annual data
    collection.

18
NEW proposed changes for 2007-08
  • Another Federal Register notice will be posted
beginning another 30-day comment period (soon)
  • Most changes would be optional for 2007-08 and
    mandatory for 2008-09
  • No race/ethnicity changes for 2007-08 included in
    changes sent to OMB

19
Institutional Characteristics
  • Institutional identification
  • Collect website addresses for admissions and
financial aid offices, instead of phone numbers

20
Institutional Characteristics
  • Part C, Admissions Requirements Services
  • Add question Does your institution have an
online application? If yes, provide URL. Link
will be added to COOL website.

21
Institutional Characteristics
  • Part C, Admissions Requirements Services
  • Eliminate option to choose admissions reporting
year admissions information reported for current
    academic year only
  • If approved by OMB, will be mandatory in 2007-08

22
Enrollment
  • Parts E F, 12-month Unduplicated Count and
    Instructional Activity
  • Remove from the Enrollment component collected in
winter and spring, and create new component (E12)
to collect these data in the fall
  • No changes to data collected, only to collection
    in which they appear
  • If approved, will be mandatory in 2007-08

23
Enrollment
  • Part G, Retention Rates
  • Rather than collect only the rates for full-time
and part-time students, collect the numerator and
denominator and have the system calculate the
    rates

24
Graduation Rates
  • Sections V and VI, students receiving
    athletically related student aid
  • Eliminate these sections from IPEDS GRS
  • Institutions will no longer be required to report
these data to IPEDS, but will still be required
to disclose these data, per SRK
  • Add item to report URL used for disclosure

25
XML upload option
  • Currently working with Postsecondary Education
Standards Council (PESC) on XML data upload
    option for 2007-08 IPEDS
  • Will be another data submission option, along
    with
  • keying data into screens
  • fixed file upload
  • key value file upload

26
http//pesc.org/
  • Non-profit, community-based, umbrella association
of colleges and universities professional and
    commercial organizations data, software and
service providers and state and federal
    government agencies
  • Mission is to lead the establishment and adoption
of data exchange standards in education
  • Michael Sessa, Executive Director (310 today)

27
PESC and IPEDS
  • Currently developing schemas
  • Working with PESC Change Control Board
  • Holly Hyland, Dept of ED
  • Bruce Marton, U of TX at Austin
  • On track to release specs on Aug 1

28
XML upload
  • First step tackle Human Resources (HR)
    component survey
  • The most complicated
  • Has the most cross-section dependencies
  • The other survey components will then fall into
    place
