5Purpose of Restructuring/ Alternative Governance
- Restructuring or alternative governance is an
opportunity for districts and schools to make
significant, fundamental changes to the way they
go about educating students to increase student
achievement.
6Year 4 Options at a Glance
- Charter School
- Replace all or most school staff relevant to PI
status - Governance of school by outside entity
- Other major restructuring of the schools
governance structure
7Context for Year 4 Planning
- Not a one size fits all solution.
- The plan should be developed in direct response
to your schools identified needs and reflective
of your communitys strengths and priorities.
8Where Do You Begin?
- Look at where you have been
- What happened in PI Years 1-3?
- What was implemented (or not)?
- In Year 3, what worked (or didnt) as you went
through the corrective action process? - What do the data tell you?
9Engage in a Process of Inquiry
- Do not jump to one option without first taking a
critical look at the schools needs. - Consider creating a District and School
Leadership Team (DSLT) to facilitate the process. - Take an objective look at data from a variety of
sources - Work with someone outside the local educational
agency (LEA) and school as you work through this
process - They can be the dispassionate observer and help
you to work through sensitive issues -
10- Do not be afraid to go where the data take you
11Restructuring/Alternative Governance Options A
Closer Look
- Option 1 Close the school and reopen it as a
charter - Option 2 Replace all or most of the staff (may
include the principal) who are relevant to the
failure to make Adequate Yearly Progress (AYP)
12Restructuring/ Alternative Governance Options A
Closer Look
Option 3 Enter into a contract with an entity,
such as a private management company, with a
demonstrated record of effectiveness, to operate
the public school Option 4 Turn operation to
the State Educational Agency (Not in CA)
13Restructuring/Alternative Governance Options A
Closer Look
Option 5 Implement any other major restructuring
of the schools governance arrangement that makes
fundamental reforms and leads to improved student
achievement
14How do you Select the Most Appropriate Option?
15Start with Governance
- Identifying governance issues can be a crucial
first step in selecting the most appropriate
restructuring/ alternative governance option. - Any plan you create should directly address these
issues.
16Identifying Governance Issues A Brief Exercise
- 1. Think of what got your school in PI
- 2. Respond to each of the worksheet prompts with
reference to the group/circumstance you
identified above - 3. As a result of this brief exercise, pinpoint
3-5 governance issues to be addressed
17Make an Informed Decision
- In the context of governance issues to be
addressed, review each of the NCLB options
(through the series of worksheets) and make an
informed decision about which restructuring/
alternative governance plan is most appropriate
for your schools situation.
18From Selection to Plan
- As you make your selection and build your plan
- Engage the entire school community in this
process - Teachers
- Parents
- Students (when appropriate)
- Community members
- ???
19From Selection to Plan
- Look for models of success
- Have other LEAs and schools
- implemented a similar plan with
- success?
- Look at the total cost of ownership
- Down the road, what implications will
- this plan have on future work?
