Title: Small Grants Programme SGP

1
Small Grants Programme (SGP)
2
UNDP/GEF Small Grants Programme
Acting Locally, Conserving Globally
3
UNDP GEF Small Grants Programme
  • Established in 1992
  • Administered by the UNDP on behalf of the GEF

4
SGP is offered in 60 countries
5
SGP works with local communities
  • Provides direct funding to NGOs and CBOs up to a
maximum of 50,000 / per project
  • Has funded more than 2800 community-based projects

6
SGP Challenges GEF and the community
  • The SGPs greatest challenge is to reconcile GEF
criteria and community needs and priorities.

7
Capacity Building and Raising Awareness
  • SGP projects meet this challenge by building
local capacities and raising public awareness
about GEFs main concerns -- biodiversity
    conservation, climate change mitigation, and
    international waters protection.

8
SGP ChallengesGlobal Criteria and National
Priorities
  • The SGP must balance global criteria and goals
with programme implementation that is appropriate
    to each country context.

9
SGP meets the challenge by
  • Operating in a decentralized and flexible manner
  • Responding to national and community priorities
    and needs by being demand-driven
  • Involving a wide variety of stakeholders at the
    local and national levels

10
SGPs Country-Driven Implementation
  • National Host Institution
  • National Coordinator
  • National Steering Committee
  • Country Programme Strategy

11
National Steering Committee
  • SGPs national decision-making body
  • Ensures systematic and transparent project
    selection
  • Contributes to monitoring and evaluation of
    projects and overall programme.

12
SGP Country Programme Strategy
  • Specific to each country context
  • Combines global and national criteria and
    concerns
  • Offers guidance for programme implementation and
    selection of projects
  • Constitutes the baseline for programme assessment.

13
SGP Emphasis on Participation
  • SGP project development, implementation, and
monitoring and evaluation is based on
participation by community members and local
    stakeholders.

14
SGP ChallengesResource Mobilization
  • To date, SGP has mobilized more than 55 million
    in co-financing.
  • In year 4 of the 2nd operational phase, the SGP
is committed to mobilizing 22 million in cash
and in-kind -- that is, matching GEF funding.

15
SGP Challenges Mainstreaming the SGP Approach
  • As an integral part of the GEF system
  • As a partner to other UNDP projects and
    programmes
  • Through working with national environment funds
    and NGO networks

16
SGP Challenges Assessing Communicating
Lessons Learned
  • Participatory monitoring and evaluation.
  • Innovative and cost-effective diffusion of
    lessons learned and best practices.
  • Replication of successful strategies that produce
    local and global benefits.
