OBJECTIVE
  • To defend the civil aviation interests in the
    radio frequency spectrum against an increasing
    commercial competition for this resource by
    obtaining favourable decisions in-
  • International Radio Band Allocation providing
    sufficient capacity for the operation and
    deployment of existing systems and for the
    development of future systems.
  • Safety and Quality to ensure that emissions
    from non-aeronautical systems do not cause
    harmful interference to, or degrade the quality
    of, aeronautical systems

JUSTIFICATION BENEFITS
  • MATSE/ 6 meeting
  • ECAC Ministers of Transport called on
    EUROCONTROL, in close co-operation with ICAO, to
    address the need for a strong mechanism for the
    management, assignment and audit of the use of
    aviation spectrum within the airspace of ECAC
    States.
  • Economic and political influence of non aviation
    interests
  • Need for a structured approach to spectrum
    protection for aviation
  • Spectrum management is an enabler for
  • all EATMP programmes / projects reliant on access
    to radio frequencies

APPROACH
  • Activities are aimed at supporting the
    European position at CEPT and ITU WRCs
  • To be achieved by-
  • participating in the development of the world
    wide aviation discussions
  • supporting the agreed position at ITU Conferences
    and Meetings
  • carrying out aviation studies with CEPT and the
    EC
  • supplementing the ICAO position with European
    Civil and military specifics in ITU, CEPT, NATO
    and EC conferences and meetings.
  • Organised as-
  • Independent group SFCG for high level policies,
    SMG as the SFCG support group
  • ICAO EANPG FMG for technical issues
  • Support by EUROCONTROL resource.
