CONFORMITY ASSESSMENTS IN THE FIELD OF
ELECTRONICS IT IN INDIA
  • PRESENTED BY

  • ARUN SACHDEVA
  • Director
  • Department of Information Technology
  • Government of India

2
CONFORMITY ASSESSMENT
  • "Conformity Assessment" is the process of
    evaluation and approval.
  • It involves a number of techniques (testing,
inspection and certification) used to determine
if a product, system, process (including design)
or a person's competence etc. meets a defined
    specification.

3
ELEMENTS OF CONFORMITY ASSESSMENT STRUCTURE
  • KEY COMPONENTS
  • National Standards Organization
  • Regulator with Designated Bodies
  • Conformity Assessment Bodies
  • Inspection Bodies /Test labs
  • National Accreditation Set-up
  • National Calibration set-up
  • PROCESS OF MUTUAL ACCEPTANCE
  • Bilateral / Multilateral Agreements
  • Subscription to International Bodies / Forums

MUTUAL ACCEPTANCE IN ELECTRO-TECHNICAL SECTOR
  • PARTICIPATION IN IECEE-CB SCHEME (IEC System
  • for Conformity testing and certification of
    Electrical
  • products )
  • PARTICIPATION IN IECQ SCHEME (IEC System of
  • Quality Assessment of Electronic components )
  • BILATERAL AGREEMENTS with countries like
  • Singapore, Srilanka etc.

8
PRODUCT CERTIFICATION IN ELECTRONICS IT
SECTOR THE CONCEPT SO FAR
  • Under Quality Control Order of Department Of
    Industrial Policy Promotion, mainly 24
Electrical Items - Switches, Circuit Breakers,
Lamps, Fuses,Cables, 4 Electrical Appliances and
Energy Meters are controlled and call for
mandatory certification (Licensing) as per Indian
Standards and ISI Mark to be affixed.
  • Certification to performance standards also
    promoted
  • Voluntary Certification to Safety in Electronics
IT promoted by BIS and STQC both under
different Ministries of Govt. of India
  • 2 NCBs under Govt. of India.
  • Majority of test labs under Government set up IT,
Commerce, Power, Defence, Telecom etc. testing
for their own needs and domains.
  • Some buyers look for CE marking/UL marking etc.
    even for local consumption.

9
TRANSITIONING
  • Increasing consumer awareness in India.
  • Indian consumer has the right and now demands
    also world class goods
  • Opening borders under WTO regime has led to
invasion of inferior goods in the absence of
    technical requirements
  • Anti dumping measures for sub-standard goods are
    needed.
  • Despite of liberalizing on trade control, each
country provides basic protection to citizens on
    safety, health and environmental issues
  • Quality of domestic produce also needs to be
upgraded in certain segments to make it globally
    competitive.

10
GLOBAL REQUIREMENTS
  • SAFETY COMPLIANCE
  • ELECTROMAGNETIC COMPATABILITY
  • RoHS
  • ENERGY EFFICIENCY
  • RECYCLABILITY
  • WEEE (ELECTRONIC WASTE) .

11
INTERNATIONAL PRACTICES UNDER WTO
  • Certification by a regulator / delegated entity
  • (Eqpt. Submitted to regulator or its delegated
    entity)
  • Certification by 3rd party
  • (Eqpt. Submitted to certification bodies
    recognized by regulator)
  • Suppliers declaration of conformity(Type 1)
  • (Suppliers declaration of conformance based on
report of test lab recognized by regulator
registration of eqpt. with regulator )
  • Suppliers declaration of conformity(Type 2 )
  • (Suppliers declaration of conformance based on
report of test lab recognized by regulator No
    registration of eqpt. with regulator)
  • Suppliers declaration of conformity(Type 3)
  • Suppliers declaration of conformance but testing
of eqpt. by recognized testing laboratory is not
mandatory (if testing undertaken choice of
testing lab. Rests with the supplier)
    registration of eqpt. with regulator
  • Suppliers declaration of conformity(Type 4)
  • Suppliers declaration of conformance testing
of eqpt. by recognized testing laboratory is not
mandatory (if testing is undertaken the choice of
testing lab. rests with the supplier) No
    registration of eqpt. with regulator

12
THE CURRENT INITIATIVE
  • By Department of Information Technology
  • Attempt to notify standards for Safety and EMC
Compliance in the Electronics and IT Sector .
  • Would be applicable to all Domestic produce,
Imports and for exports as per WTO guidelines

13
PROGRESS SO FAR
DECIDED TO GO AHEAD IN-PRINCIPAL FORMED A
WORKING GROUP TO ADDRESS METHODOLOGY
APEX COMMITTEE'S MEETING (March 2006)
CREATED A SUB-COMMITTEEE FOR IDENTIFYING
ELECTRONICS /IT PRODUCTS, CORRES HARMONISED BIS
STANDARDS AVAILABILITY OF TESTING
INFRASTRUCTURE IN INDIA
WORKING GROUP'S MEETING (June 2006)
CIRCULATED ITS REPORT ON 9TH OCTOBER 2006 AFTER
IDENTIFYING PRODUCTS, STANDARDS RESOURCES
SUB-COMMITTEE'S MEETING (Sept. 2006)
ACCEPTANCE OF THE SUB-COMMITTEE RECOMMENDATIONS
INITIATED WORK FOR DRAFTING RULES OF COMPLIANCE.
APEX COMMITTEE'S MEETING (Nov. 2006)
14
THE APPROACH
  • Initiative to start with common goods and expand
to complex categories in a phased manner
  • All Industry Associations, Consumer
    organisations, various Ministries involved and
test and certification bodies on board as stake
holders in the decision making process
  • Recommendations for goods falling in domains of
other ministries would be forwarded for their
    action
  • Indian Standards to form the basis but a
mechanism in place already to harmonise with IEC
    standards to the extent possible
  • Attempt for a liberalised approach where
    manufacturers could declare and demonstrate
    compliance
  • Test and Certification resources available under
different Government set-ups and ventures set up
by private players to be counted upon to rise to
    the need of the hour

15
ANTICIPATED PRIORITY GOODS
  • To make Indian products globally competitive, the
product categories for which Indian standards are
    harmonized with international standards have
been identified for notifying compliance in the
    first phase.
  • Office Equipment Information Technology
    Products
  • Consumer Goods
  • Household Goods
  • .

16
The Attempt
  • Rules of Compliance are being framed for evolving
a system of conformity of Electronics and IT
    Goods in India
  • under the BIS Act
  • in line with the global practices
  • with a liberal regime to involve various
    resources.
  • Involving all stake holders in the process
  • To provide Indian Consumer Safe and World Class
  • goods
