Terms of Reference for KC WG

• Obtain consensus on priorities for Key Countries
  (KCs)
• Evaluate PAHO/WHOs previous strategies in the
  KCs
• Identify and analyze best practices worldwide
  regarding their applicability in the priority
  areas in the KCs

Terms of Reference for KCs WG

• Develop action plans for priority areas in each
  country based on lessons learned and new
  managerial strategies
• Develop mechanisms and instruments for monitoring
  and evaluation of implementation of the action
  plan
• Define mechanisms for making the country focus
  operational with respect to regional and HQ
  response to CCS

Terms of Reference for KCs WG

• Identify composition and terms of reference for
  subgroups for each KC
• Identify resources to support implementation of
  the action plan (resources from HQ, regional
  level, subregional level, between countries)

Terms of Reference for KCs WG

• Define roles for other Member Countries to assist
  the KCs
• Develop communications strategy and knowledge
  sharing mechanisms for CCS and the work of the WG

• Core group
• Five KC Focal Points from ADs Office
• AIS representative
• SHD representative
• CSU representative
• Staff from the KCs PWR, MDG focal point
• Others co-opted as needed

Time Frames

• By end March 2004
• Dissemination of minutes of this meeting
• First meeting of WG
• Action Plan for next 3 months to be received by
  the WG from the KCs that have completed CCS
• Mission from ADs Office to be scheduled
• Agenda for Ministers meeting pre-WHA to be fixed,
  and invitations sent

Time Frames

• By end June
• First progress report from KCs, including
  response of regional and global levels
• Evaluation meeting of WG
• Roster of partner agencies that will work with
  KCs
• By end September
• Reallocation of resources to KCs, based on needs

Strategies for National Collaboration

• Dissemination of the minutes of this meeting
• Involvement of persons external to the
  organization
• Use entry points of PRSPs and similar
  participatory processes, particularly those at
  higher political level
• Address this issue in the action plan
