paragraphs, and graphics) as of April 1st, 2004.

2. Address Recommendations from Last CAF Meeting
  • The emphasis on interoperability guided the CAF
Planning Committee to focus the January 6, 2005,
meeting on developing an EA Glossary.
  • Six break-out groups organized along theme
areas were given about 15 glossary terms to
    discuss and review.
  • The CAF Planning Committee is using the results
to develop a strategy for the EA Glossary.
  • Some of the Recommendations of interest here are
  • The glossary should be in an XML (structured)
    format.
  • Use the Reference Models to organize the glossary
    as a taxonomy.

    of Terms
  • 3.3.5 Enhance the Value and Business Benefits of
    Collaboration Tools

14
4.2 Performance Reference Model (PRM)
  • Focused on assessing initiative/investment level
    performance
  • Addresses consistency in measuring performance
    via
  • Inputs -gt Outputs -gt Outcomes
  • Structured around
  • Measurement areas
  • Measurement categories
  • Measurement indicators
  • Information captured via the OMB Exhibit 300

4.2 Performance Reference Model (PRM)
16
4.3 Program Assessment Rating Tool (PART)
  • Focused on assessing program level performance
  • Consists of
  • Twenty five (25) basic questions divided up into
    four (4) sections
  • Program purpose and design (20), Strategic
planning (10), Program management (20), and
    Program results (50)
  • Seven (7) program types
  • Competitive grant programs, Block/formula grant
    programs, Regulatory-based programs, Capital
assets and service acquisition programs, Credit
programs, Research and development programs, and
    Direct federal programs
  • Seven Excel Spreadsheets at http//www.whitehouse.
    gov/omb/part/ (see below)
  • Five (5) potential rating categories
  • Effective, Moderately Effective, Adequate,
    Ineffective, or Results not demonstrated
  • As of the FY2006 budget cycle, 607 programs
    (60) have been assessed by OMB via the PART

4.5 Current Situation - PART and PRM
  • Current PART/PRM environment
  • OMB does not have mechanism to directly link
programs and performance measures to the
    supporting investments
  • IT/EA community primarily utilizes the PRM, while
the program/business community uses the PART
  • PART and PRM use different metrics to measure
performance and OMB cannot link program metrics
    to investment metrics
  • Differences between the PART and PRM
  • Metrics structure
  • Annual and long-term measures
  • Measurement areas, categories, and indicators
  • Terminology
  • Outcome, output, efficiency
  • What is being measured
  • Performance measurement processes

4.6 Proposed Integration
22
5. Produce Semantic Extraction From FEA Documents
and Web Resources
Analysis of Semantic Content and Relationships
Context of Hit
Summary of All Hits
Query for all instances of line of sight across
all documents and Web pages.
23
5. Produce Semantic Extraction From FEA Documents
and Web Resources
Delivery of Semantic Content and Relationships
from the FEA 2005 Semantic Interoperability Web
Repository
24
6. Provide FEA Terminology with Context
  • Service Component Reference Model
  • Digital Asset Services
  • Knowledge Management
  • Information Mapping / Taxonomy
  • Defines the set of capabilities that support the
creation and maintenance of relationships between
    data entities, naming standards and
    categorization.
  • Technical Reference Model
  • Component Framework
  • Business Logic
  • Platform Independent
  • Web Services for Remote Portals (WSRP)
  • WSRP defines an XML and Web services standard
that will allow the plug-n-play of visual,
user-facing Web services with portals or other
    intermediary Web applications.

25
7. Support Semantic Reasoning and Inferencing
  • Model for RDF
  • A collection of statements (or triples), each
with a subject, predicate, and an object.
  • RDF Formats
  • XML
  • Graphs
  • Non-XML (Notation 3-N3 and N-triples)
  • ltsedangt ltis a type ofgt ltautomobilegt (see next
    slide)
  • Tim Berners-Lee and Dan Connolly, unofficial, but
published in document by the W3C.
  • N3 processors like, cwm, can perform logical
inferences on the triples and N3 can be converted
    into RDF/XML and vice versa.

7. Support Semantic Reasoning and Inferencing
  • OWL Listing
