Goals of GPS Modernization Program

Independent Assessment Team (IAT)

• Background
• Establish based on present IRT Experience
• FFRDC(IDA)-operated within FACA guidelines
• Funded by GPS Interagency GPS Executive Board
  (IGEB) Stewardship Funds
• Purpose
• Provide independent technical assessments and
  policy analyses on aspects of satellite-based
  positioning and timing services
• Improve service for the nation
• Ensure a balance between the national security,
  civil, commercial, and scientific equities
• Charter approved and signed 29 Mar 2001

Suggested IAT Tasking

• Analyze GPS spectrum issues as they relate to the
  international community and U.S. preparation for
  the World Radio Conference 2003 (WRC 03)
• Analyze the most effective manner for documenting
  the existing (L1) and future (L2 and L5) civil
  GPS signals
• Investigate the need for and implementation of
  National Positioning Navigation and Timing (PNT)
  systems engineering processes
• Analyze the synergies between GPS, GPS
  augmentations, and possibly Galileo, to include
  looking at spectrum, timing, and geodesy
  interoperability
