1
Department of Defense
  • Civil GPS Service Interface Committee
  • Salt lake City, UT
  • 9 -11 Sep 2001
  • Mr. Ray Swider
  • Assistant for GPS, Positioning and Navigation
  • US Department of Defense

2
Session Overview
  • GPS Policy Update Mr. Ray Swider
  • GPS Constellation Status Capt. Jim Smith
  • SPS Performance Standard Lt. Col. John Anton
  • GPS Modernization/GPS III Mr. John Clark
  • Questions and Answers

3
Goals of GPS Modernization Program
  • Military
  • Protection of service for US/Allied forces
  • Add new signals and increased signal power to
    improve Navwar capability
  • Modify select platforms to detect and locate GPS
    jamming
  • Develop and field improved anti-jam and security
    technologies
  • Prevention of adversary exploitation
  • Spectrally separate new military signals from
    civil signals
  • Modify select platforms to accomplish mission
  • Civil
  • Preservation of civil use while providing
    enhancements
  • Add new signals to improve accuracy and signal
    redundancy

The Termination of Selective Availability was the
first step in the GPS Modernization Process
4
Civil Involvement and Interface
  • DoD and civilian government agencies working
together in various venues on modernization and
    GPS III
  • Policy and Planning
  • Independent Assessment Team
  • Acquisition
  • Requirements
  • Systems Engineering Forum

5
Civil Involvement in Acquisition, Requirements
and Policy Structure
6
Civil Involvement in Plans and Policy Process
IGEB
IGEB Independent Assessment Team (IAT)
  • Structure to support Plans and Policy already in
    place
  • Draws from existing Pos/Nav policy structures
    within DoD and DOT
  • Consolidates at the IGEB

SSG
DOT Extended Pos/Nav
DoD Pos/Nav
Underlying Agency Staff Structures
7
Independent Assessment Team (IAT)
  • Background
  • Establish based on present IRT Experience
  • FFRDC(IDA)-operated within FACA guidelines
  • Funded by GPS Interagency GPS Executive Board
    (IGEB) Stewardship Funds
  • Purpose
  • Provide independent technical assessments and
policy analyses on aspects of satellite-based
    positioning and timing services
  • Improve service for the nation
  • Ensure a balance between the national security,
    civil, commercial, and scientific equities
  • Charter approved and signed 29 Mar 2001

8
IAT Members
(P -- Pending)
9
Suggested IAT Tasking
  • Analyze GPS spectrum issues as they relate to the
international community and U.S. preparation for
the World Radio Conference 2003 (WRC 03)
  • Analyze the most effective manner for documenting
the existing (L1) and future (L2 and L5) civil
    GPS signals
  • Investigate the need for and implementation of
National Positioning Navigation and Timing (PNT)
    systems engineering processes
  • Analyze the synergies between GPS, GPS
augmentations, and possibly Galileo, to include
looking at spectrum, timing, and geodesy
    interoperability

10
DoD Requirements and Acquisition Process
  • DoD Directive 5000 series provides well
    established processes for
  • Requirements Generation
  • Acquisition Management
  • Planning, Programming and Budgeting
  • Bottom-up approach to making decisions with focus
    on
  • Resolving issues at lowest levels
  • Building consensus

DoDs processes can accommodate civil involvement
11
Civil Involvement in Acquisition Process
Milestone Decision Authority (MDA) USD(ATL)
DAB
  • IPT Structure
  • Provide strategic guidance, and program
    status/assessment
  • Identify and resolve issues at appropriate level
  • Seeks opportunities for acquisition reform
  • Inter-disciplinary participation
  • Civil representation at each IPT level
  • 3 -5 civil representatives
  • Full civil participation through Extended DOT
    Pos/Nav structure
  • IGEB
  • Fulfills role defined in PDD
  • Provides advisory role to DAB
  • Structure currently exists

IGEB
  • NPOESS Model
  • Provides forum to address requirements and
    solution trades which cross military/civil
    boundaries
  • Independent process from program development
  • Each agencys requirements are accountable and
    traceable
  • Focused user community participation in field
  • Civil representation at each level
  • Not identical to IPT representation
  • Broad representation through Extended DOT Pos/Nav
    structure
  • IGEB
  • Fulfills role defined in PDD
  • Provides advisory role to DAB

GPS Systems Engineering Forum
  • Forum for GPS and GPS augmentation
    designer/developers to exchange technical
    information
  • Informal group, no official charter at this point
  • Membership consists of technical representatives
    from all the respective systems
  • Venue for engineers to articulate and understand
    needs, requirements, limitations, explore
    solutions.

14
GPS Systems Engineering Forum (continued)
  • Two meetings held to date
  • Discussions
  • Backward compatibility
  • GPS III signal structure
  • Common assumptions for interference analysis
  • WAAS MOPS (DO-229C) masks
  • Forum works!
  • MOPS mask changes initiated August 2001
