The El Dorado International Airport
  • El Dorado Airport mobilizes 7 million passengers
    and about half a million tons of cargo per year.
    Since the year 2000, the growth has been 12 for
    domestic freight and 6 for international
    operations.
  • Both CARCE of Bogotá and the private sector agree
    that the region foreign trade will grow
    considerably because of the negotiation of the
    Free Trade Agreement with US. In addition,
    thanks to the strategies under way, PEER states
    that the region must yield an average per capita
    exports of 1, 000 in 10 years, sevenfold the
    present exports. Thus, in ten years it is
    expected an increase of exports from the Bogotá
    Region from 1,504 million to 10,550.
  • Bogotá is at less than 6 hours by plane from any
    capital in the continent, and at less than 9
    hours from most of the main cities in the world.
    Bogotá is closer to the US than most of their
    international suppliers. One kilogram is only at
    0.90 from Bogotá but the same kilogram is almost
    at 4.00 from any Southeastern Asian city. In
    other words, Bogotá is fourfold closer than Asia
    and threefold closer that Europe to the US.
  • The Cámara de Comercio de Bogotá CCB, with the
    technical assistance of the Andean Development
    Corporation CAF is patronizing the studies
    related with the Agroindustrial Megaproject for
    the Region. This initiative is expected to
    produce 2 million tons of fresh produce that will
    yield sales of 1,700 million of high added
    value agro-industrial products, obtained from new
    strategies of farmers association, excellent
    logistics and efficient transform processes in
    modern agro-industrial plants expected to be
    located in CELTA.

Privatization of El Dorado Airport
  • The Colombian Government contracted with KPMG
    Consulting the structuring documents to bid the
    privatization of El Dorado Airport. The bidding
    documents are expected to be available by the end
    of May, 2005
  • The CCB and the CARCE are aware of the growing
    concern about the importance that the El Dorado
    privatization will have to the future of the
    regions exports and to this end has organized
    several forums to study this subjects. Air
    transport is a very important cost component of
    exportable goods for cut flowers, for example,
    freight costs represent 30 of total costs to the
    US and 60 to Europe.
  • There should be a benchmarking with other similar
    airport tariffs and costs because, although many
    believe that El Dorado is efficient, is number 2
    in costs in Latin America. Whereas Kenya is able
    to send flowers to Holland at 1.65/kg, Colombia
    shipments to Miami cost 1.95/kg. Further
    tariffs and costs resulting from an improper
    privatization contract will unduly increase the
    cost of airport services and the region will
    become less competitive, thus hindering new or
    existing exports.
  • It is necessary the the airports infrastructure
    be financed with resources provided more by the
    commercial activity than the airport services and
    tariffs.

Economic Impact of the Airport
  • The Sabana de Bogotá and surrounding areas (cold
    tropics, altitude 2600 m) 180,000 ha rich
    agricultural land, with a population of hard
    working farming people with agricultural culture,
    adequate roads and public utility services.
  • At present committed to grazing and other low
    value agricultural uses.
  • Exception 6,000 ha of greenhouse fresh cut
    flowers. Colombia is the top US supplier (over
    700 million/yr). This industry demonstrates
    ability of farmers to run efficient farms and
    take advantage of premium marketing opportunities
  • The Region has not yet developed its potential
    for growing and exporting high value fruit,
    berry, vegetable and herb crops.
  • Except for a few exotic crops, all produce grown
    on the Sabana de Bogotá is sold into local
    markets. This is changing and the need for
    improved infrastructure for efficient
    distribution is evident.
  • Opportunity a value added strategy based on a
    world-class food industry cluster that improves
    farmers incomes, provides significant new
    employment, and reduces traffic congestion and
    air pollution in the metropolitan area.

Actions and Perspectives
  • Diplomatic and entrepreneurial efforts between
    Colombia and the US expected to lead to a
    bilateral commercial agreement. This FTA will
    motivate an increased demand of perishables to be
    exported both by air and sea containers.
  • Colombian Ministry of Foreign Trade has made
    considerable effort to coordinate initiatives
    and embody public and private agencies to
    cooperate. Regional Agendas, Counsels and
    Advisory Committees have been given
    responsibilities to make regions attractive,
    productive and competitive in the world market.
  • Two very important projects have been formulated
    for the Bogotá Region by CARCE1 seeking a more
    competitive local agriculture and stimulating
    establishment of foreign and local agribusiness
    to serve the global market consuming or
    transforming fresh produce through value adding
    processes

  • The Agroindustrial Megaproject for the Bogotá
    Region.

Regional Economic Development Project 1CELTA
Trade Park
  • The first project is CELTA Trade Park, (Center
    for Logistics and Transport Activities), which
    will be built in a 140 hectares located in the
    town of Funza, Cundinamarca (outskirts of Bogotá
    D.C.).
  • strategically sited six kilometers west, across
    the Bogotá River, from the El Dorado
    International Airport, at the crossroads of all
    mayor highways to and from the City of Bogotá.
  • CELTA will be a Zone of Logistics Activities
  • Will be the Logistics Platform of the
    Agroindustrial Megaproject for the Region.
  • CELTA will also be a Business Park.
  • But not the usual business park, limited to real
    estate and property management. Celta is a
    completely new concept in urban develpment.
  • CELTA is conceived more like a Science Park, a
    cluster of knowledge-based businesses that
    provides its own tenants business services and
    support, advice and technology transfer
    initiatives. CORPOCELTA, a non profit corporation
    will manage the science park initiative.

  • The second project, the Agroindustrial
    Megaproject for Bogotá and Cundinamarca, is
    largely dependent upon the logistic facilities
    that will offer CELTA.
  • An integrated market driven virtual
    agro-industrial community for the integration of
    agribusiness entrepreneurs and farmers of the
    Region to the global markets
  • To make it operative, a regional agribusiness
    corporation will be created. It will become the
    source of economic information and technical
    assistance for the regional agriculture and
    agribusiness. Its purposes are

  • Economic development,
  • Environmental stewardship,
  • All framed in the latest technologies in
    information and communications TICs.

The Megaproject will take advantage of the world
market opportunities
  • It is based on the tendencies of the world
    food industry, the most relevant being
  • Natural Products, that conserve natural
    organoleptic characteristics of products, i.e.
    refrigerated, frozen, pasteurized, (including
    electronic pasteurization) or vacuum packed
    products.
  • Clean and Organic Sustainable Agriculture
    Products, replaces chemical fertilizers and
    pesticides with natural soil management products
    and organic or biological control of pests and
    diseases, being kind to the environment.
  • Convenience Products, precut salads, prepared
    entrees (cooked, frozen or pasteurized,catering
    rations hospitals, schools, military, airliners,
    etc).
  • Innovation Products, gourmet fruits and
    vegetables, berries, mini vegetables,new flavors,
    colors and aromas, ethnic entrees.

The Megaproject is supported by three platforms

US Trade and Development Agency
  • On March 22, 2005, USTDA (the US Trade and
    Development Agency) awarded two grants totaling
    501,210 to CELTA, to fund feasibility studies on
    an integrated agricultural products inspection,
    distribution, and shipping link to Bogotás El
    Dorado International Airport.
  • The grants reflect the US Governments overall
    commitment to support trade capacity building of
    Colombia
  • to expand its ability to engage in international
    commerce.
  • as an integral part of the negotiations on the US
    -Andean Free Trade Agreement.
  • Overall, the grants support the development of a
    seamless and secure trade corridor for perishable
    agricultural products in the Bogotá region.

USTDAFirst feasibility study for the Bogotá
Region
  • Seeks to enable Colombian farmers
  • To comply with phytosanitary and security
    regulations necessary for the timely export of
    fresh produce and flowers.
  • To ensure the safe, secure and rapid transport of
    perishable cargo from CELTA Trade Park to the El
    Dorado International Airport.
  • It has two different components
  • Component 1. Integrated Perishable Agricultural
    Products Inspection and Treatment Center Project.
  • Component 2. El Dorado International Airport
    Access Road

USTDADetails of the components of the 1st study
  • Component 1. Integrated Perishable Agricultural
    Products Inspection and Treatment Center Project.
  • It will provide phytosanitary control by USDA (1)
    APHIS (2) and the Colombian ICA (3) and similar
    inspections by other countries.
  • The services will be plant health inspection,
    plant treatment (including hot vapor, cold
    treatment, and electronic treatment) and
    quarantine (if needed). Following inspection, the
    produce would be palletized and covered for
    security inspection by electronic equipment
    before being transported to the cargo terminals
    at the El Dorado Airport for export.
  • The total project is about 14 million. It will
    require the purchase of phytosanitary equipment
    and electronic cargo security surveillance
    equipment, the installation of phytosanitary and
    cargo inspection systems. All complying with
    airline security requirements applicable to fresh
    produce and flowers.
  • Component 2. El Dorado International Airport
    Access Road
  • The access road project will provide a paved road
    approximately 6 km connecting the east side of
    CELTA to the west side road network of the El
    Dorado Airport.
  • This roadway is essential element viability of
    the Agroindustrial Megaproject to development
    high value fresh fruit, herb and vegetable
    production for export. These exports are
    primarily to the US, produced by farmers in the
    Sabana, within approximately two hours driving
    time to Bogotá.

USTDASecond feasibility study
  • Overview
  • The Government of Colombia (GOC) is preparing a
    concession for the privatization of airport
    management and services at El Dorado
    International Airport, which is the major air
    cargo transport center in South America.
  • Because of its strategic location and safety
    features, El Dorado can become the Primary
    Airfreight Hub in South America
  • West Air Cargo Terminal for Perishable
    Agricultural Products at El Dorado International
    Airport.
  • This new facility will provide the needed
    capacity to encourage the development of high
    value fresh fruit, herb and vegetable production
    on the Sabana.
  • It will also encourage further development of
    fresh flower exports including the development of
    new value added flower products for export.
  • it will reduce the traffic congestion and air
    pollution resulting from trucks delivering goods
    to the east side of the airport along city
    roadways to the east side of the airport.

USTDADetails of the 2nd study
  • West Air Cargo Terminal for Perishable
    Agricultural Products at El Dorado International
    Airport
  • The proposed terminal will be a central dedicated
    perishable agricultural product freight terminal
    to be located at the western side of the El
    Dorado International Airport.
  • It will provide cross docking, cold and
    refrigerated storage and handling of agricultural
    produce in a secure site prior to the loading of
    these products onto aircraft for transport. It
    will relieve congestion in the existing east air
    cargo terminal area.
  • The total project is about 12-14 million with
    approximately 10-12 million dollars in equipment
    and pre-engineered steel building materials
    estimated to have a value of approximately
    500,000 plus construction and site costs.
  • This project will require the purchase of cross
    docking, computer and electronic cargo security
    surveillance equipment, as well as the design,
    development and operation of airfreight
    facilities to handle fresh produce and flowers.
  • Particularly attention will need to be given to
    airfreight security issues including drug
    interdiction and security requirements for this
    type of facility.

Infrastructure and Regional Development
  • Successful development of the projects whose
    feasibility studies will fund USTDA will be a
    first step for the long-term vitality of CELTA
    Trade Park and the Agroindustrial Megaproject in
    order to constitute an integrated regional
    agricultural system.
  • The successful completion of other related
    projects, such as the dry port facility, as well
    as the potential for future additional
    processing, grading and packaging agribusiness
    projects - to be located in the CELTA complex -
    will support the export of high value
    agricultural products.
  • Without its successful completion the whole
    scheme would be adversely affected even to the
    extent of losing much of its economic viability.

Conclusions
  • The projects reviewed, -CELTA Trade Park, the
    Agroindustrial Megaproject, the Integrated
    Perishable Agricultural Products Inspection and
    Treatment Center, the West Air Cargo Terminal for
    Perishable Agricultural Products at El Dorado
    Airport and the connecting road -, are foundation
    projects that will motivate high value fresh
    fruits, vegetables and herbs production area on
    the Sabana de Bogotá.
  • They will enhance expansion of value added flower
    products for export. Markets suggest
    opportunities for new value added exports (potted
    plants, pre-arranged flowers, pre-packaged salad
    mixes).
  • Other projects may include processing of
    vegetables and fruits including freeze and
    pasteurized packaging, value added products such
    as pre-packaged salad mixes, pre-arranged
    flowers, potted plants and additional handling
    and storage facilities can benefit from the
    advantages CELTA offers.
  • The US is in a unique position to be the main
    provider of goods and services to facilitate the
    development of these projects.
  • Based on the experience of the flower industry,
    these projects will also create additional jobs
    and business opportunities in the US.

Competitive
El Ministerio de Comercio Industria y Turismo,
creó las Agendas Regionales de Competitividad,
paracoordinar a nivel regional las distintas
instituciones. (Oficinas territoriales del
Ministerio de Agricultura, Comités locales de
empleo, Consejos regionales de Mipymes, Comités
Asesores Regionales de Comercio Exterior,
Consejos Regionales de Ciencia y Tecnología,
Centros Regionales de Productividad, Turismo,
CARCES Tipo A Bogotá, Cundinamarca, Valle,
Antioquia, Atlántico, Bolívar, Nariño, Risaralda,
Caldas, Santander). El objetivo de estas Agendas
es articular e institucionalizar los programas y
proyectos de competitividad que vienen realizando
en simultáneo las instituciones del orden
nacional y las regiones, incluyendo aspectos de
política, estructura operativa y recursos
financieros para su ejecución y orientar la
estrategia de COMPETITIVIDAD REGIONAL como
preparación el TLC Y ALCA.   Los Comités
Asesores Regionales de Comercio Exterior (CARCEs)
fueron creados mediante la Ley 7ª de 1991 y
reglamentados por los Artículos 7, 35 y 37 del
Decreto 2350 de 1991, son Comités virtuales
conformados por el sector privado, el sector
público, las universidades y los centros de
investigación de las regiones y constituyen el
enlace entre la región y el gobierno nacional
para promover la cultura exportadora, el
crecimiento de las exportaciones y la búsqueda de
la competitividad sistémica de las regiones. Son
departamentales y sirven de interlocutores entre
las regiones y el gobierno nacional para promover

Los análisis sobre la competitividad de Bogotá y
Cundinamarca en el contexto nacional indican que
la capital tiene el liderazgo frente al resto de
las regiones del país. En Latinoamérica, Bogotá
tiene el liderazgo entre las capitales de los
países de la Región Andina pero está rezagada
frente a ciudades como Santiago de Chile, Sao
Paulo, Buenos Aires y Ciudad de México. Es
propósito de la Región Bogotá Cundinamarca y de
su sector productivo (1) Llegar a ser una de las
primeras regiones competitivas de América Latina
(2) Mejorar la productividad de la región y de
las empresas, (3) Integrar su economía a la
región y al mercado global, manteniendo su
economía diversificada pero definiendo a Bogotá
como centro de servicios especializados y a
Cundinamarca como centro agroindustrial. (4)
Integrar formas de organización institucional
respetando la autonomía local y (5) Ser la región
más atractiva en calidad de vida por ofrecer un
entorno social y político estable y seguro. Un
Grupo Directivo que es el organismo máximo
responsable de adoptar las decisiones sobre el

un tercio representantes del sector público y los
dos tercios restantes representantes del sector

CARCE and PEER Bogotá Cundinamarca
  El grupo de exportaciones está conformado por
el Comité Asesor Regional de Comercio Exterior
CARCE de Bogotá y Cundinamarca. Es un organismo
cuya secretaría la ejerce la Cámara de Comercio
de Bogotá y está conformado por el sector
privado, el sector público, las universidades y
los centros de educación e investigación de la
región para promover la internacionalización,
contribuir a la creación de cultura exportadora,
al crecimiento de las exportaciones y la búsqueda
de la competitividad sistémica de la región.

The Logistics Platform Concept
  • Este tráfico de carga y pasajeros de la región
    Bogotá Cundinamarca está generando una demanda de
    servicios logísticos especializados que requiere
    la creación de una infraestructura denominada
    Plataforma Logística, que se define como una
    superficie de terreno dotada de conexiones para
    el transporte inter-modal, de instalaciones de
    almacenaje, ruptura, concentración y distribución
    de carga, de centros de actividades terciarias
    relacionadas con el comercio internacional,
    oficinas para empresas de los distintos ámbitos
    de la producción que requieran información y
    conexión con las redes del comercio mundial, y de
    cualquier otro tipo de instalaciones que permitan
    intercalar procesos que aumenten el valor de las
    mercancías (envasado, etiquetado, control de
    calidad)
  • Hoy en día la Plataforma Logística se concibe
    como una dotación económico territorial
    fundamental para la articulación de la economía
    regional, que permita el trabajo en RED con otras
    Plataformas Logísticas nacionales e
    internacionales. En la actual fase de
    globalización de la economía, las regiones y
    áreas metropolitanas precisan una inserción
    altamente eficiente y competitiva de sus
    complejos empresariales y de distribución en las
    redes internacionales, a través de una oferta
    empresarial, de infraestructuras y servicios
    logísticos y de transporte de mercancías
    altamente competitivos.
  • Las Plataformas Logísticas, en este sentido,
    superan la concepción meramente urbanística y
    sectorial para concebirse como auténticas
    infraestructuras nodales del transporte de
    mercancías, de carácter estratégico para el
    sistema económico de sus regiones y áreas
    metropolitanas.

  • Para escoger la localización de una Plataforma
    Logística/zona industrial, hay que tener en
    cuenta las exigencias de los operadores y
    empresas que habrán de instalarse en ella, y que
    son las siguientes (1) Alta conectividad con
    todos los puertos marítimos. (2) Alta
    conectividad terrestre, por medio de vías
    troncales nacionales. (3) Alta conectividad con
    el modo de transporte aéreo. (4) Bajos costos de
    instalación de las empresas en la plataforma. (5)
    Bajos costos de operación de las empresas desde
    la plataforma. Y (6) Favorables factores de
    entorno como imagen, calidad ambiental, entorno
    empresarial de alto nivel, proyección
    internacional, y sinergias informáticas y
    telemáticas que conviertan la Plataforma
    Logística/zona industrial en un área altamente
    eficiente y competitiva
  • A estas consideraciones hay que añadir otra de
    tipo general, que tal vez sea la más importante a
    la hora de elegir el sitio de la Plataforma Si
    se ubica la Plataforma en el centro de gravedad
    logístico regional, se pueden atender las
    demandas que, de servicios logísticos
    especializados, están apareciendo por las
    crecientes necesidades de una recepción ordenada
    de la carga consolidada que proviene de otras
    zonas del país y de los puertos, y por la
    exigencia de una logística de abastecimiento y de
    distribución física en la ciudad-región que
    optimice la estructura de costos de la cadena
    productiva .
  • Por estas razones la escogencia del cruce vial de
    la Autopista medellín con la vía
    Briceño-Siberia-Mosquera-Girardot aparece como
    el punto de mayor proyección para la localización
    de la Plataforma Logística Regional.

    aggregation mechanism in the supply chain.
