OVERVIEW
  • A calendar year inspection schedule is prepared
    by Command Inspector General ICW functional area
    sponsors and units subject to inspection.
  • The CIGs proposed inspection schedule is
    reviewed and approved by the Commanding Officer,
    Marine Corps Base Camp Lejeune (CO, MCBCL).
  • COIs are intentionally close hold events.

  • 2-3 weeks prior to an inspection, e-mail sent
    to respective AC/Ss/Commands requesting
    assignment of SME functional area inspectors.
  • All new inspectors receive an orientation
  • During orientation new inspectors
  • - receive COIP overview
  • - review BO 5041.2T
  • - review AIRS checklists
  • - review COIP correspondence
  • - review COIP philosophy grading system

  • Approximately 3 working days prior to an
    inspection, the CIG office publishes an LOI
    event Admin/Log Guide.
  • LOI officially notifies the inspected unit
    commander of the impending inspection.
  • Event Admin/Log Guide provides information for
    SME Inspectors
  • group transportation
  • parking/special permits/access
  • preliminary meetings
  • event coordinator contact info
  • command and control info

  • Sequence of events

  • Once LOI is published, SME Inspectors are
    authorized to contact their counterpart IOT

  • Inspect on biennial cycle
  • Conduct short notice inspections
  • Avoid duplicative inspections
  • Identify issues requiring higher headquarters
    resolution
  • Receive Request Mast petitions on behalf of CO,
    MCBCL
  • Review and assess up to 113 functional areas

  • Use IGMCs Automated Inspection Reporting System
    (AIRS) checklists as basis
  • Foster climate of trust and confidence
  • Provide productive learning experience
  • Recognize excellence
  • Uphold Commanders authority
  • Assist Commanding Officers in promoting morale,
    economy, efficiency, effectiveness, readiness and
    training
  • Detecting preventing waste, fraud
    mismanagement, discrimination, sexual harassment,
    and other improprieties.

  • Mission or Non-Mission Capable
  • Mission Capable Unit possesses and uses the
  • requisite skills, equipment, personnel and
  • knowledge to accomplish its assigned mission,

  • Detract from readiness
  • Involve fraud, waste, or mismanagement
  • Impact individual health or welfare
  • Deviate from SecNav or CMC policy
  • Discrepancies relatively minor errors

    recommendations which are subject to CO MCBCL
    approval.
