- Advancement exams are designed to distinguish the
highest qualified from among all the qualified
candidates. They compare all candidates to each
other. An example of another test that does that
is the SAT.

- Exams are written by an E7-E9 member of each
specific rating (EM, CT, PN, etc.....). - Exams are prepared 12 months in advance of the
test date. WHY? - Because of the lead time
required for editing, proof printing, numerous
checks, ordering, printing and distribution. - Exams consist of 200 questions depending on your
paygrade, the number of Military Requirements
topics and In-Rate questions will vary.

- There are two types of examination systems The
First - Criterion-referenced.
- Criterion-referenced scores represent your
performance based on a specific standard. An
example would be a 100 question test that
required a minimum of 70 to pass. If you took it
and got 87 questions correct, your score is 87
and you passed. Most Navy schools uses this type
of scoring.

- There are two types of examination systems The
Second - Norm-referenced.
- Norm-referenced scores represent your performance
in relation to everyone else who took the same
exam at the same time that you did. You cannot
determine from a norm-referenced score how many
questions you answered correctly, only whether
you scored higher or lower than others who took
the same exam. A norm referenced exam measures
performance relative to average performance,
whatever the average performance happens to be.

119Purpose of the Fleet Reserve
- The Fleet Reserve provides available former
enlisted personnel who can be utilized without
further training. In time of war or national
emergency, Fleet Reserve members can be recalled

- Enlisted members are eligible for transfer to the
Fleet Reserve upon completion of at least 20
years or more of Active Service in the Armed
Forces (ASAF). - E6 HYT is 20 years

to attend a formal pre-separation brief conducted
by the Career Information Team (CARIT) within
180 days of separation. - FFSC performs the Transition Assistance Program
class. CARIT is part of Tap class. - All separating personnel are required by law to
complete a DD2648 Pre-separation Counseling
Sheet.
128Military Service obligations
- All members who enlist on or after 1 June 84
incur an 8 yr MSO. (eg. 4 years active duty 4
years inactive reserve) - All males under 26 yrs of age by separation date
must register with the draft within 30 days of
separation.
129Full Time Support(FTS) formerly TAR
- Must be within 12 months of PRD/EAOS.
- Must have been onboard present command a minimum
of 24 months. - 48 month minimum obligation.
