  • PMU staffed by 7 Officials
  • PMU Manager seconded from Musina from February
    2006 1 from the Dept. 1 Intern 1 seconded by
    Dwaf and 3 seconded by IDT
  • 14 Municipalities visited for status quo
    analysis, except for Blouberg Municipality
  • Dludla Development Planning Consultancy has been
    appointed to support municipalities in the
    following areas LED, IDP, PMS, Project
    Management Public Participation
  • Duration of contract is 3 months ending on 30
    June 2006 ( will wrap up in July 2006 )

CHALLENGES
  • Submission of reports (only Fetakgomo,
    Thabazimbi, Makhuduthamaga, Makhado, Giyani,
    Aganang Thulamela submitted for May steering
    committee )
  • Co-ordination within and between spheres of
    government and other agencies
  • Discrepancies in gathered information
  • Districts expected to consolidate monthly reports
  • Inadequate exchange of information between
    districts and local municipalities on projects
    that are the competency of district
    municipalities.

Recommendations from Dludla Development
  • Assist municipalities to establish Performance
    Audit Committees that have capacity to perform
    Performance Audit.
  • Provide Provincial support to municipalities to
    cascade the PMS to lower ranking officials.
  • Establish a Departmental PMS support unit.
  • Establish linkages with Trade and Investment
    Limpopo, (TIL) to provide support and instruments
    to measure economic growth potential of Districts
    and Local Municipalities. Inability to do an
    economic impact assessment implies that
    municipalities cannot measure their contributions
    to the Economic Growth of the Province and
    eventually National. ASGISA should happen in
    earnest.
  • A programme on how to set targets and indicators,
    how to report on them using PMS and how to budget
    for them should be seriously considered.
  • The Premiers Office should clarify the envisaged
    role of Community Development Workers, (CDW).
    This important resource is not utilized by Local
    municipalities to its full potential.
  • Mechanisms for Sharing Best-Practice Knowledge
    should be established.
