Definition
  • Abuse- the violation of an individuals human and
    civil rights by any other person or persons
  • Vulnerable adult- those who are or maybe in need
    of community care services because of learning or
    physical disability, older age or physical or
    mental illness and who are or may be unable to
    take care of themselves or unable to protect
    themselves from harm or exploitation by others
  • Types- physical, sexual, psychological, neglect,
    financial / material, institutional,
    discriminatory

General Staff Responsibilities
  • If an allegation of abuse is made staff should
  • Make sure the person is safe
  • Report to available manager
  • Do as manager directs
  • Do not discuss with anyone else until advised
  • Do not tackle an alleged abuser

General Management Responsibilities
  • Treat all cases seriouslyListen and take full
    details from staff member or referrer
  • Consult with key managers
  • Decide on police consultation
  • Decide on medical assessment
  • Appoint investigating officer
  • Keep up to date with case
  • Ensure reporting forms are completed and that a
    planning meeting takes place

Remember
  • Abuse of vulnerable people happens even if we
    cant believe it to be true
  • When an allegation is made the organisation needs
    to assure itself through the proper processes
    that it has been investigated as far as is
    possible.
  • The exercising of judgement, through gathering
    information and sharing decisions is essential

Levels of vulnerability
  • Level 1 - ALL children require universal
    services
  • Level 2 - VULNERABLE CHILDREN need
    additional
  • family support (health, education,
    voluntary etc)
  • and Level 2 case planning
  • Level 3 - CHILDREN IN NEED may be at risk
    of significant
  • harm and require Section 17 case
    planning (this level is subdivided
    into 3.1, 3.2, 3.3)
