General Mandate

• Assist the beneficiary Countries in understanding
  the acquis and the priorities of the
  Stabilisation and Association Process
• Help the beneficiary Countries with the
  implementation and enforcement of rules
  harmonised and compatible with the acquis
  communautaire

The acquis communautaire

• The acquis is the body of common rights and
  obligations that is binding on all the Member
  States of the European Union
• For the purpose of TAIEX assistance we mainly
  refer to the legislation adopted pursuant to the
  Treaties, particularly in the form of
• Directives
• Regulations
• Decisions

• Post-accession assistance New Member States (EU
  10 2)
• Pre-accession assistance Candidate Countries
  (HRMKTR) and Potential Candidate Countries (AL,
  BiH, Serbia -UN1244-, Montenegro)
• Turkish Cypriot community
• European Neighbourhood Policy partner Countries
  Russia

Expertise

• Mobilised experts are almost exclusively Member
  States public-sector officials (best practices
  exchanges, sharing knowledge, etc.)
• Commissions and other EU Institutions officials
  often involved (DG AGRI, DG SANCO, etc.)

Activation

• DEMAND DRIVEN
• Requests are primarily generated by the
  beneficiary countries on the basis of a bottom-up
  approach (active role to be played !)
• Suggestions from Commission services are also
  considered

How to apply

• Application forms available via the web-site
  http//taiex.ec.europa.eu/
• Letter, fax, e-mail (under the condition that the
  basic information requested in the application
  form is provided)

How to apply

• Simple information should be provided
• Subject
• NEEDS (demand driven)
• legal basis (approximation, implementation,
  enforcement)
• contact details (Email, phone, etc. prompt
  answer for VISAs when needed about 3 weeks)
• and when it is possible also a draft Agenda.

Who decides?

• All applications are submitted for opinion to the
  National Contact Point, the EC Delegation and the
  competent Commission services (consultation)
• The Institution Building Unit of DG Enlargement,
  managing the TAIEX instrument, takes the final
  decision in planning meetings that are held weekly

Timing How long does it take?

• TAIEX can quickly deliver the requested
  assistance
• From the submission of the application, a minimum
  of 6-8 weeks for the dispatching of an expert and
  of about 10-12 weeks for the organisation of a
  seminar / workshop

How much would it cost me?

• TAIEX covers all the costs related to the
  provision of the event (i.e. equipped VENUE for
  seminars, expert mobilisation, etc.)
• TAIEX can consider the opportunity to co-organise
  events together with Institutional stakeholders
  and/or other donors
