  • ScopeMessage providing Customs information at
    postal item level from a postal operator to a
    customs organisation
  • PurposeProvide customs clearance information, in
    electronic format, to a Customs organisation
    ahead of the physical arrival of the item.

    message(s) for the exchange of information
    between Posts and Customs was given Status P on
    26 November 1999
  • UsersNone The message is still under
    development
  • Foreseen development of the standardUp until now
    the standards development has been purely
    theoretical, based on demands from the World
    Customs Organisation to specify such a message.
    The SAMPLE project intends to look at the current
    draft, adapt it where necessary, and then pilot
    test the message. They will be the leading
    project for the further development and approval
    of the message.

    environment
  • Pilot implementations are what is needed
  • Concrete implementation group is vital

  • It is too early for acceptance as standards
    within WCO and the UPU

The following stage
  • Hand over draft 5 to SAMPLE
  • Request the SAMPLE project team
  • that this draft be considered as input into the
    project
  • to evaluate the draft
  • to eventually test/implement the message
  • Then a Status 0 request can be put forward to the
    Standards Board
