Hazardous Waste Management

• Why do we have a program?
• Safety to faculty, staff and students
• TxState is a large quantity generator
• i.e. gt2200 lb/month
• Texas State Generated 36,000 pounds in FY07
• Regulated by Texas Commission on Environmental
  Quality (TCEQ) and EPA
• Cradle to Grave responsibility for waste
  (generation till final destruction/disposal)

SAA Requirements (Summary)

• Compatible containers closed and labeled
  correctly
• Secondary containment for containers
• Tubs, storage cabinets, protect floor drains
• Emergency phone numbers posted
• Spill control materials available

SAA Most Common Problems

• Lids left off containersafter class or project
  is completed
• Waste in container, but no waste tag
• Waste tag on container, but no contents listed
• Container has waste spilled around the lid area
  and down the sides.

• Empty Containers?

• What can you do with empty chemical bottles?
• OK to put them in the trash if
• The bottle has been rinsed three times (triple
  rinsed)
• The rinsate is put in one of the waste containers
  for EHSRM to pick up (OK to combine with aqueous
  waste)

Compressed Gas Cylinders

• Butane, propane bottles
• Spray Paint
• Empty if they are at atmospheric pressure.
  Release all pressure by use or discharge.
• OK to then dispose in the dumpster.

• Located in Mitte Service Yard
• Less Than 90-Day Storage (i.e. no permit
  required)
• Engineering Controls and Emergency Equipment

• Meets requirements
• Containers in good condition and segregated by
  compatability
• Accumulation start date noted on waste tag
• All waste containers have the hazardous waste tag
• Fire suppression system inspected semiannually

Waste Disposal Occurs at least 1/90 days, but
generally more frequently

Waste Disposal

• Outside permitted contractor (one company)
• Disposal cost based on waste type/volume
• Cheaper to dispose of by bulk i.e. 5-gallon,
  30-gallon and 55-gallon containers
• Carboys are 5-gallon containers

How Do SAAs Request a Pickup?

• At the end of the week, EHSRM will e-mail our
  contacts at the SAAs to ask if you need a
  pickuprespond to e-mail
• Or you can call our office at 245-3616
• Or you can complete a Waste Pickup Request Form
  on our web site

Waste Disposal Dos and Donts

• Do put waste in 5-gallon carboys

• Easy to carry (about 40 lbs)
• More secure during transport
• Cheaper to dispose of (fuel blend)
• Disposal cost is about 30 per container

Waste Disposal Dos and Donts

• Dont use small unusual size containers

• Difficult to transport (slide around the back of
  truck)
• Must be lab-packed (packed in a 55-gallon drum
  with vermiculite)
• Incinerated (100 to 150 for disposal)

Disposal Dos and Donts

• Do contact EHSRM for disposal of old chemicals or
  unknown chemicals
• For FY07, our disposal contractor removed 1200
  pounds of old unused chemicals
• EHSRM will pay for all costs for chemical
  disposal

• Dont hold onto old chemicals that are no longer
  used
• Removing old chemicals removes risk.
