Current USCG Policy
  • CG not normally interfere with private
    enterprise.
  • CG responds first or as additional asset to
    hazardous situations or those warranting quick or
    concerted action.
  • CG not provide assistance if commercial
    assistance is available and adequate. (except in
    critical waterways)

Available
  • Availability is defined as arriving on scene in
    six hours, or, if the private provider is not
    able to arrive on scene in six hours, or arriving
    on scene ahead of the time that an available CG
    resource would normally commence operations.

Adequate
  • Based on comparing capabilities to existing
    conditions, past performance, ice conditions,
    weather, vessel characteristics, situation,
    cargo, homeland security, etc.
  • Task Group Commanders shall be alert for
    situations in which vessels providing commercial
    assistance pose a safety hazard or impede
    mobility by slowing assisted vessels or requiring
    icebreaker assistance themselves that would
    divert CG icebreaking resources from other work.

Potential Change
  • Remove six hour arrival on scene standard.
  • Reason Each situation will be evaluated on a
    case by case basis.
  • Currently availability is defined as arriving on
    scene in six hours, or, if the private provider
    is not able to arrive on scene in six hours, or
    arriving on scene ahead of the time that an
    available CG resource would normally commence
    operations.

Discussion
  • The Coast guard seeks to maximize overall
    maritime mobility when ice impedes movements on
    the Great Lakes. In many circumstances,
    commercial providers can contribute toward

    icebreaking policy that could improve overall
    mobility?
