2Administrative structures
- Existing administrative structures have to be
reinforced and modified, and new administrative
bodies created, in order to - Harmonise with, and implement, the acquis
communautaire in agriculture and rural
development (Chapter 11 of the acquis) and - Prepare to implement, manage and control the
Common Agriculture Policy (CAP). - This has to be done on a prioritised and phased
basis over 2009-13.

- Remove all legal obstacles/inconsistencies
- Provide budget for creating/improving
institutions - Amend (with MEF) Law on Management of Public
Finance Responsibilities (LMPFR), (in order to
establish NPA, IACS, Managing Authority and
Certifying Body) - Adopt Law on FADN
- Adopt amended Law on Organic Agriculture
- Discuss with stakeholders establishing the
Committee on Exports and Imports - Establish a permanent relationship between MAFRD
and Producer Organizations

- Establish and make operational NPA
- Recruit and train staff for NPA, IACS, Managing
Authority and Certifying Body - Complete implementation of Law on FADN
- Establish in MAFRD Unit on Organic Agriculture,
(including inspection and certifying) - Determine the role/competences of the Committee
of Exports and Imports - Partial approximation/harmonization of acquis

- Complete accreditation of NPA
- Initial phase of developing software for IACS
- Establish National Committee for data (according
to Law on FADN) - Designate competent authorities (e.g. for Unit on
Organic Agriculture) - Develop further the Committee on Exports and
Imports - Ensure proper implementation for Producers
Organizations - Make Managing Authority operational
- Determine status of Certifying Body according to
Council Regulation 1290/2005

- NPA capable of disbursing IPARD funds
- Create and accredit IPARD Agency
- Develop IACS, Managing Authority and Certifying
bodies in parallel - Make National Committee for Data (for FADN)
operational - Committee on Exports and Imports to establish
active cooperation with neighbouring countries - Substantial or full harmonization with acquis
(with respect to Producers Organizations)

- NPA, IPARD, IACS, Managing Authority and
Certifying Body fully staffed and operational - MAFRD capable to update FADN based on new EC
requirements - Organic Agriculture applies effective measures
- Committee on Exports and Imports effective in
updating and enforcing new acquis updates

- Transpose relevant acquis, as well as adopt
legislation and implementation arrangements for - Product quality policy - involving MAFRD,
Customs, MTI and KVFA - Common Market Organizations and animal products -
involving MAFRD and KVFA - Management instruments involving MAFRD
