Title: IMO SubCommittee on Safety of Navigation

1
IMO Sub-Committee on Safety of Navigation 17th
July 2006 Introduction to the IALA Risk
Management Tool For Ports and Restricted
Waterways Peter Kent IALA Technical
Representative

2
IALA RISK MANAGEMENT TOOL for PORTS and
RESTRICTED WATERWAYS
Background to the development of the Risk
Management Tool

Why did IALA decide to develop a Risk Management
Tool? What functions should the Tool be capable
of undertaking and how could it be developed?
3
IALA RISK MANAGEMENT TOOL for PORTS and
RESTRICTED WATERWAYS
Models selected for inclusion in the Risk
Management Tool
PAWSA (Port and Waterways Safety
Assessment) PAWSA comprises of a Workshop of
waterway stakeholders and can be expected to
produce results relating to both risks of
collisions and groundings and their consequences
that will be generally supported by all users
and authorities concerned with the waterway

IWRAP (IALA Waterway Risk Assessment
Programme) IWRAP compromises of a computer
programme that uses statistical data relating to
vessels, navigational methods and channel
conditions to produce results relating to
collisions and groundings

PAWSA Risk Assessment Methodology

Book 1 Self assessment of expertise Book 2
Development of rating scales to assess
risk Book 3 Numerically evaluate baseline risk
levels in the waterway Book 4 Evaluate risk
reducing of existing mitigating strategies Book 5
Make proposals for further reducing risk where
necessary

  • Marine Traffic
  • Navigation methods
  • Channel conditions

SUMMARY
  • IALA is satisfied that the Risk Management Tool
    is now
  • sufficiently developed for it to be made
    available to its
  • Members on request.
  • 2. The use of the Tool will be monitored by a
    Steering Group
  • that will update it as and when necessary.
  • 3. The Steering Group will also monitor
    technological
  • developments that might impinge on the use or
  • effectiveness of the Tool.
