- Establishes criteria and guidelines for regions
to become broadband friendly - how to attract
suppliers and investors into the region to
further develop broadband infrastructure - Developed in collaboration with
telecommunications suppliers industry and Local
Government - An operational framework for Local Government
5Broadband Friendly Protocol (II)
- Provides structure and best practices which Local
Government can adopt in order to enhance
Community Outcomes through more effective
collaboration with the telecommunications
industry. - Identifies common key practices which will
qualify a district (or region) as being
Broadband Friendly and provide some consistency
across the industry and Local Government when
dealing with the creation and maintenance of
telecommunications infrastructure.

- The key issues identified by suppliers are
- Lack of consistency across districts with process
for application of consents. - Inconsistent and onerous local conditions for the
establishment of infrastructure. - Inconsistent structures within Councils
- Delays and time consuming process for getting
approvals from Transit and Ontrack. - Difficulty in gaining cable entry into buildings.
- Many District Plans are silent on the requirement
for developers to provide telecommunication
infrastructure

broadband leadership/coordination role within the
council structure and a regional Broadband
Governance Group - Regional broadband review, stock-take and
requirements analysis - 3-5 year broadband vision and action plan
