NCCLAS Assessments
  • EOC for Algebra I and II, Geometry, Biology,
    Chemistry, Physics, Physical Science, English I,
    Civics Economics, U.S. History
  • EOG for 10th Grade Writing
  • HS Comprehensive Test of Reading Mathematics
    at Grade 10

Eligible Students
  • Students identified as limited English proficient
    (LEP) and eligible students with disabilities may
    participate in the NCCLAS instead of taking the
    standard multiple-choice tests.
  • Criteria
  • Because of limited English proficiency, the
    student cannot participate in the standard
    administration of one or more of the following
    state-mandated tests with or without
    accommodations.
  • Identified as limited English proficient and
    assessed on the state-identified English language
    proficiency tests (IPT) as below Intermediate
    High in reading may participate in the NCCLAS
    assessment in reading, mathematics, and science
    for up to two years (24 months) in U.S. schools.
  • Identified as limited English proficient and
    assessed on the state-identified English language
    proficiency tests (IPT) as below Superior in
    writing may participate in the NCCLAS assessment
    in writing for up to two years (24 months) in
    U.S. schools.
  • Due to disability, the student cannot participate
    in the standard administration of the
    state-mandated tests because he/she is unable to
    access the paper and pencil test, even with the
    use of approved accommodations and assistive
    technology.

NCCLAS Accommodations
  • As per the IEP.
  • Freedom of choice is not an option
  • No surprises for the student
  • Practice makes perfect
  • Use it or report it and do it again
  • When in doubt, ask in advance.

NCCLAS Materials
  • Test Administrators Manual
  • One Assessment folder per student per subject
  • One Student Profile form per student per subject
  • Three Final Goal Scoring Worksheets per student
    per subject
  • One vinyl envelope for material storage per
    student per subject

  • All NCCLAS materials are subject specific.
    Make sure you have the correct materials for the
    student being assessed.

NCCLAS EOC Student Profile
  • EOC completed at the mid-point of the
    assessment period (10/18 10/31/07) and at the
    final scoring period (01/02 01/11/08).
  • Gr10 Writing completed at the mid-point of the
    assessment period (01/24/08 02/01/08) and at
    the final scoring period (05/05 05/16/08).
  • Assessor 1 is required to complete both the
    Beginning and Final Student Profiles. Assessor 2
    is does not complete either profile.
  • Answer each question with specific information.
  • For Profile questions 1 and 2, include detailed
    information about the students performance in
    the particular grade level subject/content area.
    For example, Can perform two digit addition
    using regrouping, model the concept of
    multiplication using manipulatives, and counts to
    500 instead of Understands basic math concepts.

  • For Profile question 3, note specific information
    that might impact the students performance in
    the classroom.
  • Includes medical or family issues, attendance
    issues, or specific aspects of a students
    particular disability that impacts performance
    (e.g., physical disabilities that might affect a
    students ability to manipulate writing materials
    or use a keyboard, limited access to assistive
    technology).
  • Do not use a students disability area or limited
    English proficiency as an explanation for a
    factor that might influence academic performance.
    For example, Student does not understand
    English or Student is OHI are not appropriate
    responses.
  • There may be some students for whom this question
    is not answered.

Page 2 - Student Profile
  • Assessor 1 is required to complete the assessment
    history on page 2 of the Student Profile.
    Assessment details must be included.
  • Will need to refer to student cumulative folder
    and or student score reports for details of what
    type of assessment was given, when, and the
    achievement level attained.
  • In those cases where testing information is not
    available or cannot be located for a specific
    year, it must be noted in Question 3 on page 1 of
    the Beginning Profile.
  • Retain all completed Student Profiles in the
    Student Assessment Folder.

  • Assessor 1 completes the Final Student Profile
    when the final objective scoring is completed.
  • Required to note in the profile
  • improvements in student performance,
  • areas that continue to present difficulties, and
  • any factors that may have impacted student
    performance.
  • A separate final profile is completed for each
    student for each subject/content area assessed.

Student Assessment Folder
  • TC or Assessor 1 must complete the student
    information on the cover accurately. Student ID
    is whatever number is in the SSN field of SIMS.
    It is not the SIMS ID number.
  • Assessor 1 is required to enter the Final
    Objective Level Performance for each Competency
    Goal listed.
  • Assessors 2 and 3 do not have access to the
    Student Assessment Folder.
  • Use the Objective Level Performance rubric inside
    the folder.

Student Work Folder Evidence
  • Assessor 1 must compile a folder of student work
    gathered during the semester (year for writing).
  • No specific number of work samples (evidences)
    are required.
  • Evidences compiled must accurately document the
    individual objective scores as recorded in
    Student Assessment Folder.
  • It is not necessary to have work samples to
    document each individual objective listed in the
    Student Assessment Folder. Samples may serve as
    evidence for more than one objective.
  • Must annotate each work sample with the
    modifications or accommodations used (e.g., read
    aloud, shortened assignment, extra time, modified
    content, etc.) and the date. For future
    reference in the final assessment, it is also
    recommended that the pertinent objective(s) be
    noted.

  • Examples of evidences in the student work folder
    include
  • Chapter or unit tests,
  • Classroom assessments (both individual and whole
    group),
  • Daily work samples,
  • Information related to performance on
    computerized testing
  • Assessor (teacher) observations and/or anecdotal
    notes
  • Local and or teacher-made tests,
  • Data sheets and results/interpretive information
    from nationally normed (commercially developed,
    achievement, skills checklist) tests.
  • Assessor 2 and 3 use ONLY the students portfolio
    of evidences as basis for their assessment.

Goal Level Scoring Worksheet
  • Each assessor completes an assessment
    independently.
  • Use Goal Level Scoring Rubric shown on the form
    to complete the Summary of Final Scores.
  • Assessor 2 and 3 use the students work portfolio
    (evidences) ONLY as basis for their assessment.
  • Assessors 2 and 3 do not have access to the
    Student Assessment Folder when completing the
    Goal Level Scoring Worksheet.
  • Each assessor will use their Goal Level Scoring
    Worksheet to enter their final performance
    assessment into the on-line reporting system.
  • Note that assessor (1 and 2) and principal must
    both sign the verification on the form prior to
    returning the materials to Testing. Must be
    actual signature, no stamps, no designees. No
    exceptions.

Final Performance Assessment
  • Assessor 1 and 2 report their assessments on-line
    independently.
  • NOT PERMITTED TO VIEW SCORES GIVEN BY ANY OTHER
    ASSESSOR!!
  • Use Goal Level Scoring Worksheet as reference.
  • Reminder Assessors 2 and 3 only use the
    students portfolio of evidences as basis for
    their assessment recorded on their Goal Level
    Scoring Worksheet.

Final Assessment contd
  • Assessor 3 will only be required to complete Goal
    Level Scoring Worksheet and on-line entries if
    there is more than a two-point difference on any
    Competency Goal.
  • Instructions regarding access to the NCCLAS
    website (including necessary passwords, etc.)
    will be sent via e-mail to each assessor on 2
    January.
  • All assessments (1, 2 and 3 if needed) must be
    recorded on-line by 18 January and must be done
    in sequence.

Administrative Details
  • Assessor 1 starts process immediately collecting
    evidences and Beginning Profile.
  • Assessor 2 is not required until 10 January.
  • Assessor 3 may or may not be required.
  • ALL NCCLAS materials and the students work
    folder are considered secure test materials.
    Dont copy. Dont ever discuss. Dont lose.
    Keep locked up. Materials cant leave the school
    building.

Administrative Details contd
  • Materials for all NCCLAS students will be
    returned to C.O. Testing by the school TC not
    later than 1 February for storage (12 months) and
    DPI audit.
  • Return immediately all NCCLAS materials,
    including student work folder (evidences) for
    students transferring out of your school before
    the end of the assessment period.
  • VERY IMPORTANT!! All assessors need to read the
    TAM section on Emphasizing Academic Rigor and
    Thinking Skills by 1 November.

NCCLAS Scheduling
  • Assessor 1 completes Beginning Student Profiles
    between 18 31 October.
  • Access information for all assessors e-mailed
    individually on 2 January.
  • Assessor 1 completes Final Student Profiles
    between 02 11 January.
  • Assessor 1 completes on-line assessments between
    2 - 9 January and returns all documents and
    evidences to school TC by COB 9 January.

NCCLAS Scheduling
  • Assessor 2 completes on-line assessments between
    10 15 January and returns all evidences and
    Final Scoring Worksheet to school TC by COB 15
    January.
  • TC and Assessor 3 notified 15 January, if
    Assessor 3 must complete any assessments.
  • All final assessments completed and recorded
    on-line not later than COB 18 January.
  • Principal reviews and signs verification on Final
    Scoring Worksheets after assessments complete.
  • TC returns all NCCLAS, field test, and special
    study materials to Testing not later than COB 1
    February.

Additional Information
  • Assessors will complete an on-line survey prior
    to entering their final assessments.
  • Assessor 1 must the Student Information Questions
    (demographic data) prior to entering on-line
    assessment. Will include estimated student grade
    in course/subject, accommodations, etc.
  • ALL NCCLAS materials and student work folders
    (evidences) must be returned to C.O. Testing by
    1 February. No exceptions.
  • Scores will be reported as soon as the last
    Assessor completes the on-line assessment.

Test Security Testing Code of Ethics
  • EVERYONE except students reads the Testing Code
    of Ethics.
  • School personnel are not to disclose the
    contents of secure tests by discussing specific
    questions or information contained within the
    tests with each other or with students.
  • In addition, excerpts must not be used at any
    time during classroom instruction or in resource
    materials as study guides.
  • Access to the tests shall be limited to school
    personnel who have a legitimate need.
  • Not copied, filed, used in instructional
    activities, reproduced, or paraphrased.

Test Security Materials
  • Everything issued out AND the student work
    folders (evidence) gets returned to C.O.
  • Secure, locked, limited access storage area.
  • USE TRACKING SHEETS FOR EVERYTHING!
  • Count whenever any testing items change hands.
  • Prohibit reproduction of all or any part for the
    tests/materials
  • Prohibit employees from disclosing the content
  • Minimize access of school personnel before,
    during, and after
  • Report materials discrepancies immediately to C.O.
