- Program Options
- For all program Options, all students are
required to complete a Professional Counseling
Core (PCC) curriculum. - Students in each option will complete additional
specialty requirements (see below). - Students may complete additional courses as

- Certification and Licensure Issues
- Licensed Professional Counselor (LPC).
- The Community Agency (CA) program Option,
requiring 48 semester credits, meets Missouri
course requirements (coursework in 8 core areas)
for the LPC. - Also meets both the course credit (48 credits, 8
core areas) and internship requirements (two
semesters) for national certification by the
National Board of Certified Counselors (NBCC). As
such, it also will meet requirements for
licensure in many other states. - Designed to be in compliance with national
accreditation standards of CACREP (Council for
the Accreditation of Counseling and Related
Educational Programs), though we will not be
seeking that accreditation for a few years.

- To become licensed in Missouri
- Coursework requirements
- Successfully pass the National Counselor Exam
(NCE) - Complete 3000 hours of post-degree supervised
practice (in no less than 2 years and no more
than 4) in an approved setting - Title will be Provisional Licensed Professional
Counselor (PLPC). (see Departmental website for
link to informational PowerPoint) - Beginning Fall 2004, we are participating in the
NBCC GSA-NCE early examination program. Our
students may apply for and take the NCE while
still in the program, at a reduced cost. When you
graduate, you will then be immediately eligible
to begin your 3000 supervised hours for the LPC
in Missouri.

- EL or SE school counseling options (45 credits)
- Will not meet Missouri LPC course requirements
(at least 48 semester credits of coursework in 8
core areas) - National Board certification (from NBCC) also
requires 48 credit hour programs, and two
semesters of internship - Neither the EL or SE options will meet
requirements for national certification by the
NBCC without an additional electives.

- To meet MO LPC and NBCC requirements, you will
need - A second supervised experience (either COU
681/683 El/Sec Field Experience, or COU 685 CA
Internship) (at a school or agency site) - Makes a 48-hour program that satisfies the MO LPC
and NBCC total credit and two-semester internship
requirements. - Also recommend for ELE majors, add COU 624,
Clinical Interviewing, to meet the Diagnosis
requirements of LPC. -

- School Counselor Certification.
- The Elementary (EL) and Secondary (SE) School
Counseling program Options - Each requiring 45 semester credits (to meet
Missouri DESE requirements for certification as a
school counselor) - Elementary School Counselor certificate - K-8
- Secondary School Counselor certificate 7-12
- There is no specific certificate for Middle
School settings, either certificate is valid
there. -

- School Counselor Certification.
- In addition to completing your M.S. degree, you
must - Take and pass the PRAXIS-II Exam for School
Counseling and Guidance, as required by DESE. - The PRAXIS-II is administered a few times a year,
through the Missouri State Counseling and Testing
Center. They have information and test brochures.

- Because there is no official K-12 option for
the degree program (although DESE actually has
this certificate), you should select either EL or
SE option to begin with, and then add courses
required to complete the K-12 certification
requirements, - Those in the EL option, add
- COU 633, COU 681, COU 651, and COU 624 or an
advisor approved elective - those in the SE option, add
- COU 608, COU 653 and COU 683
- This may be done either during your program, or
after graduation as professional development
coursework leading to the K-12 certificate.

- Beginning in November 2000, the State changed
certification rules to make it more feasible for
someone without a teaching degree and/or teaching
certificate to become a certified school
counselor. Certification rules now provide for
those without an undergraduate teaching degree,
and/or those without a school counseling graduate
degree to become eligible through completion of
some additional coursework. Additionally, the
school counseling certificate will no longer be
an endorsement to a teaching certificate, it will
be a stand alone license to teach as a school
counselor. These changes apply as follows

- 1. Candidates with no teaching degree completing
a School Counseling masters program will have to
also complete a 12 credit teaching curriculum,
with courses in teaching methods, classroom
management, educational psychology, and
psychology of the exceptional child. (see
applicable worksheet on the Departmental website
for more details)

- 2. Candidates with no teaching degree, and
completing a non-school masters program (in
agency counseling) will also have to complete
both the teaching curriculum and any school
counseling specialty courses not taken as part of
their graduate degree (e.g., Foundations of
School Counseling, etc). They will also have to
complete two semesters (300 on-site hours total)
of supervised Field Experience in a school
setting. You will need to enroll in and attend
all class sessions of the Field Experience course
for each semester.

specifics). Teacher Education majors have first
priority, so you will have to check availability

- Provisional School Counselor Certification.
- In order to get more counselors in the schools
more quickly, DESE also provides for a
Provisional Certificate to practice as a school
counselor. This requires completion of 21
specific credits within the school counseling
masters program. While this certificate enables
you to be hired by a school as their counselor,
it requires that you limit your practice to those
aspects for which you have received training and
are competent. (see Worksheets for details)

- To apply, you must submit
- DESE application (with sponsoring district
completing their portion) - Official transcripts of all work completed
- Letter of recommendation, including
transcript analysis, from authorized DESE
agent (like the Counseling Programs) -
- Temporary Authorization is generally not
supported by our program, except in unusual
circumstances.

- In addition, there is a Counselor Transition
Tuition Reimbursement Program, sponsored by DESE,
that you may apply for. This program will
reimburse you for tuition for the first 21
credits of your program that are required for the
Provisional Certificate. This program is open
only to students with a teaching degree and a
teaching certificate. You must also already have
a school district that is willing to offer you an
interview for an open position upon completion of
the 21 hours. (see website for more details)

- Testing Credentials in Missouri
- School counselors are being asked to conduct IQ
testing in the schools as part of their job. - DESE no longer requires, nor do we, PSY 620
Intelligence Testing, for certification as a
school counselor in Missouri. - The COU program and the Missouri School Counselor
Certificate do not qualify counselors to conduct
IQ testing.

- To be qualified and certified to do IQ testing,
you MUST obtain the School Psychological Examiner
Certificate from DESE. This requires the
following courses in addition to those required
for the COU degree - COU 624 Clinical Interviewing (3)

(3) - PSY 620 Intelligence Testing (3)
- Graduate Statistics Course (test theory
oriented)(3) - COU 686 School Psych. Examiner Practicum (3)

- If not qualified by coursework and/or certified
as a School Psych. Examiner, then conducting IQ
assessments in the public schools may constitute
practicing outside of your competence, which
would be unethical. - If you are getting pressure from a school or
district to do IQ testing, please inform them of
what we have told you. They could support your
attainment of the School Psych. Examiner
certificate. - Within 10 years, MO will do away with the School
Psych Exam Certificate, replace it with School
Psychologist Certificate, requiring more
coursework and supervised experience.

- Missouri State Computer Account
- The COU department relies more and more on
electronic media for providing information to
students in classes, as well as information for
all students via our departmental web page. In
addition, faculty are making more use of the
Blackboard online course system.

provision of a free student computer account,
with access to the internet as well as all campus
resources, such as the library, computer
programs, etc. If you do not already have one,
please go to the public computer lab in Cheek
Hall, with your ZIP card, and sign up for an

- Advisor Approved Program of Study
- at Missouri State is a process by which you
specify to the Graduate College a plan of study
for your degree, approved by the department. - No specific courses that you must complete prior
to filing your Program of Study - You may file your Program of Study form with the
Graduate School at any time after enrolling in
your first classes in the program, but no later
than after 15 credits have been completed - The Advisor Approved Program of Study Form,
filled out with our requirements, is available on

- A primary checkpoint occurs after completion of
the introductory core courses, just prior to
enrollment in Practicum (COU 680, or 682, or
684). - Your progress in the program and readiness for
Practicum will be reviewed by the entire faculty.
- During the semester prior to the one in which you
plan to take practicum, you should complete an
Application for Practicum. - We encourage you to wait as long as possible
before enrolling in Practicum so that you have as
much preparatory knowledge and skills as possible
to begin working with real clients.

counselor role, under direct supervision of a

Orientation/Training held each semester. - YOU must attend an Internship/Field Experience
Orientation prior to applying for this
experience.

- Portfolio and Seminar Requirements
- Beginning six years ago, we instituted a
requirement for all students to complete a
Professional Portfolio as a graduation
requirement. The Portfolio is a compilation of
evaluations and selected graduate work produced
in your masters program here, that collectively
demonstrate mastery of specific counseling
competencies required for certification or
licensure. Initially, we ask that you begin to
collect and save or archive all of your work
products (papers, evaluations, and logs) from
each of your Counseling program courses.

- We now have a web-based electronic portfolio
capability and process, in which every student
will create their own portfolio web pages on the
web. This may include scanning papers and/or
evaluations, and will include repeated examples
of the Counselor Trainee Progress Assessment.
During COU 665 Research Seminar in Counseling,
you will assemble your electronic Presentation
Portfolio, which will be reviewed and approved by
the 665 instructor. As part of that portfolio,
you will also write a Seminar Paper, which is a
Graduate College and department requirement.

- Given the extent of the portfolio and seminar
paper preparation process, we strongly recommend
that you enroll in COU 665 NO LATER THAN the
semester prior to the one in which you plan to
graduate (or earlier if you wish). Often,
students find that they need to spend extra time,
taking a Z grade, and continuing these projects
into another semester. The Z grade is an
incomplete for which you have 2 years to complete
the requirements, and which is then replaced by
the course grade upon completion of all
requirements.

- Comprehensive Exams. Since Spring 2001, we have
been using a standardized, nationally normed
exams as our Comprehensive Examination, required
for graduation. The Counselor Preparation
Comprehensive Examination (CPCE) will be
administered to all students completing their
program, from all three option areas.

- There are no pre-established passing scores, and
so we will be developing local norms for this
purpose. You should have completed as much
coursework as possible in the following 8 core

- For the first several administrations of the CPCE
to our students, the average Missouri State
scores were substantially higher (gt ½ S.D.) than
the national means for all counseling students
who took it during that year.
