  • Who enacts laws and regulates pesticide use?
  • Federal Level Environmental Protection Agency
    (USEPA) enacts Laws and Regulations covering
    minimum pesticide requirements.
  • State Level California State Legislature passes
    more stringent laws covering pesticide
    registration, licensing, sale and use of
    pesticides, and worker protection.
  • California Department of Pesticide Regulation
    (DPR) DPR has primary responsibility to enforce
    pesticide laws and regulations in California.
    Also provides monitoring, investigates incident
    reports, and ensures compliance with pesticide
    registration and labeling requirements. DPR works
    with USEPA. Directs and oversees County
    Agricultural Commissioners. www.cdpr.ca.gov/

  • Need to register in each County that they do

  • QAC Qualified Applicator Certificate
  • Necessary to apply restricted use Pesticides.
  • PCA Pest Control Advisor
  • Licensed to write recommendations for pest
    control operators and applicators.
  • Approved to train private applicators.
  • PCO Pest Control Operator
  • Licensed to perform agricultural pest control for
    hire.
  • Usually requires a written recommendation from a
    PCA or Grower.

perform pest control on their own property?

  • Employee Safety Training
  • Inspections

Employee Safety Training
  • Each employee that applies pesticides must be
    trained in each product used.
  • Read and understand entire label and follow
    completely.
  • Sign and keep records.

Pesticide Labels and MSDSs
  • Pesticide Labels
  • PPE, REI, HI, Application Rates, Environmental
    Hazards etc.
  • Must have copy of label with you at all times.
  • Read and understand entire label.
  • Label must have target, host and application
    rate.
  • If you dont follow the label you are breaking
    the law.
  • MSDS
  • More detailed chemical analysis
  • Flammability, Flash point, storage and handling
    etc.
  • More detailed information regarding medical
    treatment and antidotes.

  • Updated list through agency cooperation.
  • Several products Category I mostly used for
    landscape purposes.
  • Recommend using Category II or III and get rid of
    Category I products
  • Let us know of changes to list

  • Goals
  • Establish a list of plant materials that are more
    drought tolerant, relatively pest free and
    require minimal maintenance.
  • Establish a County wide list of plants to be used
    for County landscape installations.
  • Establish a plan that will reduce water usage,
    minimize the need to apply pesticides and lower
    maintenance costs.
