• US 20 is a major route connecting the Willamette
  Valley with the central Oregon coast. It is an
  important travel corridor and provides local
  access for Lincoln County. This is the last
  significant unimproved section of US 20 between
  Newport and the Willamette Valley.

Major Elements

• 3 Multiplate Culverts
• 1.5 miles haul roads plus 7 mile of temp road
  improvements
• 67,000 tons Asphaltic Pavement
• 610,000 yards Blasted rock
• 13,000 linear feet new drainage
• 110,000 tons aggregate base
• Labor peak with subs 150 employees
• 90 of labor is local
• 100 of subconsultants have Oregon presence
  beyond PME

• 4,000,000 yards of earth movement
• (enough to fill OSU Reiser Stadium about 3 times)
• 10 Bridges 29 spans, 4,140 total feet
• 8 temporary bridges load rated for heavy haul
  trucks, spanning approximately 900 feet

• Project Shutdown in 2007
• Discovered ancient landslide areas
• Contractor had clear cut construction areas
• Led to erosion issues, impacted streams and fish
• Renegotiated DB contract added 47 million
• Construction restarted in 2008
• ODOT took over construction inspection and
  environmental compliance

• Right of Way Issues
• ODOT acquired 1st phase before DB contract (13
  files)
• EIS 354 acres of right of way from 23 properties
• After shutdown and redesign another 110 acres
  from 10 properties
• Acquired multiple takings from same properties
• 4 takings from one timber company

• Right of Way Issues
• Right of Way input to EIS and Design could have
  been better coordinated
• Private logging roads and fire suppression ponds
  designed for reestablishment within state highway
  right of way
• Hand-shake deals by contractor for driveway and
  road reconnections
• Some highway features drainage detention ponds
  not able to access from right of way
• Access for maintenance to these features was
  assumed over private logging roads

• Lack of right of way input to EIS and DB contract
• Commitment to restore spring-fed water source to
  occupied home
• No offer made for owners real property, no
  appraisal of damages
• ODOT took over negotiations, made formal offer
• Need possession, but cure not yet designed
• Drilling well owner still has to accept and sign

? Bottom Line DOT must stay connectedto
oversight of project.
