Title: STARRS ST Louis Area Regional Response System

1
How Safe Are We? A Report Card on Regional
Security
2
STARRS Mission Statement
  • To help local governments, businesses and
citizens plan for, protect against, and recover
from critical incidents in the St. Louis region.

3
Critical Incidents
  • All inclusive definition natural and man made
    disasters, or intentional acts involving
    chemical, biological, radiological, nuclear or
    explosive (CBRNE) agents.

4
Aum Shinrikyo on March 20, 1995. In five
coordinated attacks, the conspirators released
sarin gas on several lines of the Tokyo subway,
killing twelve people and injuring nearly a
thousand others.
5
  • "When we have a free path, we go forward. If we
meet an obstacle, we go around it. If the object
cannot be overcome, we retreat. When the enemy is
unprepared, we surprise him. If he is alert, we
    leave him alone."
  • - The
    Baader-Meinhoff Gang
  • German terrorist group active from 1968 - 1977

6
Federal Terrorism Funding
  • Defense Against Weapons Of Mass Destruction Act
    Of 1996
  • Also known as the Nunn-Lugar-Domenici Amendment
  • The possibility of domestic terrorism involving
nuclear, biological, or chemical weapons is a
significant threat to U.S. national security,
  • The United States can only prepare itself for
domestic acts of terrorism involving nuclear,
biological or chemical weapons by improving its
domestic response capabilities at the local,
state, and federal levels. Improvements are
    needed in equipment, training, national
    coordination, multi-agency exercises, and
    disease-outbreak detection.

7
