Active integration as public policy and local
intervention
  • Integrate professional and financial means of
    social policy, employment policy, childcare
    institutions, housing, public transport
  • Give up both silo approach of sectoral
    development (above) and fragmented local
    administration of different social services
  • Employment services organized on a standardized
    basis in a centralized structure / social
    services with loose (methodological) standards
    in a decentralized municipality based system

AI - combining employment and social services
  • Beside classical earlier active labour market
    measures (training, business start up, wage
    support, others) counselling, mentoring,
    support to employability, support to housing and
    family problems (different professional
    competences and traditions!)
  • Public work schemes (with uneven territorial
    possibilities!)
  • Conditionality of benefits (conflicts between the
    working poor and benefit recepients!)

    the differentiated needs

  • Find the link between the problems of exclusion

Personalized services managing complex problem
solving
  • Find the link and procedures between the solution
    of the problems through the different services
  • Training and retraining with the support of
    employment services
  • Solving housing problems through municipalities,
    charity organizations, NGOs, CSR
  • Finding health services, harm reduction of drug
    and alcohol
  • Debt relief at municipalities, banks
  • Child care facilities, elderly care and
    municipalities, NGOs
  • Entering the job market through public works,
    sheltered jobs, transit jobs in NGOs,
    voluntary work, open LM
  • Organize and monitor the clients pathway through
    the necessary support and problem solving phases
    with the enlarged competences of the service
    providers

Conditions to build up personalized services
  • Bringing employment service infrasructure and
    personel near to municipalities (to social
    service delivery)
  • Assure the necessary enlarged competences in all
    steps, at all providers in the complex problems
    solving process
  • Assure integrated database of service provisions
    ( benefits)
  • Cost-benefit calculations based on standards of
    service provision in all steps and on output
    indicators

What type of cost-benefit analysis?
  • Measure direct costs at the different service
    providers
  • Measure input of resources used in cooperation in
    terms of time, money and knowledge
  • Establish indicators of expected outcome (value
    for money)at the different providers in terms
    of obtained skills, abstention from alcohol,
    support to caring, debt management, visiting
    medical services, participation in LM programs
  • But work out also indicators of contribution to
    the final/long term outcome of the step by step
    problem solving!
  • Whether and how training, health, mental health
    services, caring services, helped to become
    integrated member of local communities, to become
    employable, to enter some forms of the job
    market
  • The importance of monitor integrated service
    provision at local level where this final outcome
    can be evaluated!

Challenges for local administration to assure
quality and access
  • Institutional promote cooperation of locally
    organized social services with LM services
  • Human resources training of personel for case
    management and participation in it
  • Cover service needs of the whole of the local
    community (working poor and inactifs)
  • Financial administration integrate all types of
    funding (education, health, housing, transport,
    etc) from all sources (public, private, ESF)
  • Social - assure continous monitoring and
    evaluation of active social integration activities
