    the legislative powers to regulate law and order
    on the roads.
  • Legislative reviews are done regularly to improve
    the overall road safety in Singapore, according
    to the changing operating environment

    Belts) Rules legislates the wearing of seat belts
    and child restraints in motor vehicle

  • Rule 4 (1) The driver and any person in the
    specified passengers seat of a motor vehicle
    shall wear a body-restraining seat belt or a lap
    belt where such a seat belt is available in the
    motor vehicle
  • Rule 4 (2) The body-restraining seat belt shall
    be worn in such a manner as to provide restraint
    for both the upper and lower parts of the trunk
    of the wearer in the event of an accident to the
    vehicle.

  • Rule 6 Every rear seat passenger of a motor
    vehicle shall wear a lap belt or a
    body-restraining seat belt if there is one
    available for his use
  • These rules apply to all such persons above 1.5 m
    in height.

  • Rule 10(1) Where a child below 8 years of age is
    the front seat passenger of a motor vehicle to
    which these Rules apply, no person shall use the
    motor vehicle unless the child is properly
    secured by an approved child restraint
    appropriate for a child of that height and
    weight.
  • Rule 10(2) For the purpose of paragraph (1), a
    child shall be deemed to be properly secured if
    the child is able, by using a booster seat
    cushion, to wear a seat belt in the manner
    prescribed by rule 4 (2).

    which these Rules apply, no person shall use the

  • Rules 10 and 11 does not apply to taxis or buses.

THE 3-PRONGED APPROACH
  • Any person who contravenes or fails to comply
    with any of the provisions of these Rules shall
    be guilty of an offence and be liable to a
    composition amount of up to S120 and awarded 3
    demerit points.
  • If convicted, the offender is liable to a fine
    not exceeding 1,000 or to imprisonment for a
    term not exceeding 3 months and, in the case of a
    second or subsequent offence, to a fine not
    exceeding 2,000 or to imprisonment for a term
    not exceeding 6 months.
