4Homeland Security Exercise and Evaluation
Program(HSEEP)
5Purpose
Standardize the language, terminology, and
concepts that have been adopted and used by
various agencies and organizations in the
exercise planning process.
6Definition
HSEEP is a threat- and performance-based exercise
program that includes a cycle, mix, and range of
exercise activities of varying degrees of
complexity and interaction.
7Doctrine
- All entities conducting exercises using DHS/ODP
funds are subject to the following HSEEP
requirements - States will conduct an annual Exercise Plan
Workshop (EPW). - A Multiyear Exercise Plan will be produced from
the EPW and submitted to DHS/ODP.
8Doctrine
- The exercise plan will employ a cycle of
activity that includes exercises of increasing
levels of complexity. - The scenarios will be terrorism related and
threat based. - All tabletop exercises (TTXs), drills,
functional exercises (FEs), and full-scale
exercises (FSEs) will be evaluated and
performance based.
9Doctrine
- An After Action Report (AAR) will be prepared
and submitted to DHS/ODP following every TTX,
drill, FE, and FSE. - An Improvement Plan (IP) will be developed,
submitted to DHS/ODP, and implemented to address
the findings and recommendations identified in
the AAR. - Periodic exercise scheduling and improvement
data will be reported to DHS/ODP.
10Note
In accordance with FY05 Homeland Security Grant
Program, EMPG funds may be used to design,
develop, conduct, and evaluate emergency
management related exercises. Exercises must be
consistent with principles outlined in the HSEEP,
as well as applicable existing emergency
management standards.

14Direct Support
Direct Support can be provided free of charge by
ODP for the planning, conduct, and reporting of
approved WMD exercises. The following services
are provided
15- Prepare all documentation (e.g. Exercise Plan,
Exercise and Evaluation Guides, Master Scenario
Events List, Controller/Evaluator Handbook) and
meeting facilitation materials (e.g., agendas,
presentations, minutes) in support of three
planning conferences, exercise conduct, and the
After Action Conference. - Post and maintain all materials in the DHS/ODP
Secure Portal. - Conduct and facilitate a maximum of three
Planning Conferences (Initial Planning
Conference, Mid-term Planning Conference, and
Final Planning Conference).
16- Conduct briefings/training before exercise
execution for controllers, evaluators, actors,
and players. - Provide controllers during the exercise,
including one controller per functional area
and/or exercise venue. Exercise Support Team
Controllers do not serve as exercise evaluators. - Conduct and facilitate a debriefing for
controllers and evaluators. - Develop a draft AAR/IP based on input from
State/jurisdiction evaluators.
17- Conduct and facilitate one After Action
Conference. - Incorporate revisions and recommendations from
the State/jurisdiction review of the draft AAR. - Distribute final copies of all deliverable
exercise materials to DHS/ODP and
State/jurisdiction via CD and/or hard copy as
necessary.
