Title: Basic Energy Statistics versus Energy Accounts SNA

1
Basic Energy Statistics versus Energy Accounts SNA
  • The role of energy balances in production basic
    energy statistics
  • Efficient and transparent bridge to energy

Contents
  • Production process Basic Energy Statistics (BES)
  • Role and nature of concepts energy balances
  • Energy accounts SNA and relation to BES
  • How to make energy accounts SNA by using BES-type
    energy information? Dutch experience

3
Production line Basic Energy Statistics (BES)
  • Data collection within individual
    actors/companies
  • National Questionnaires to transport information
from companies to national statistical office
  • Data processing and dissemination by national
    statistical office
  • (Joint Annual) Questionnaires to transport
    national data to international organisations
  • Data processing and dissemination by
    international organisations

4
Role and nature of concepts energy balances in
BES (1)
  • basic principle balance concept what becomes
    available what is consumed(supply
    side) (demand side)
  • based on natural relationship between energy
    variables
  • defined set of definitions and classifications
  • both energy commodity balances (in natural
units) and energy balance (in energy units)

5
Role and nature of concepts energy balances in
BES(2)
  • In all stages of the production line (most)
    basic energy information is presented/processed
in the balance format - national
    questionnaires - national publications
    - international questionnaires (Joint Annual
    Questionnaires) - international
    publications (IEA, Eurostat, UN)
  • The same definition set used for the entire
    production line national, international (Energy
Statistics Manual) (As much as possible, room
for improvements, forum ESWG, role for the Oslo
    group)

Role and nature of concepts energy balances in
BES(3)
  • Why using balances?
  • To collect and transport energy information in a
    transparent, structured, consistent and efficient
    way
  • To check data on completeness and correctnessin
all stages of the production line
  • To publish energy information in a transparent,
structured and consistent way. The chosen set
    definitions classifications makes it possible
that the BES output can be is used by all kinds
of users (national and international) energy
    saving/efficiency policy, energy supply
    (security) policy), environmental policy (Kyoto,
    IPCC)

11
Energy accounts SNA and relation to BES
  • definitions based on macro-economic principles
    SNA well defined definitions and
    classifications
  • supply and use tables of energy products
  • similarity with BES balances balance concept
    supplyuse
  • some of differences (a.o. residence versus
    border principle)
  • but differences can be identified easily by
having 2 well defined statistical systems SNA
    and BES

  • Concluding remarks (1)
  • The concept of energy/commodity balance is
connected with all stages of the production line
of Basic Energy Statistics BES (framework,
coherent structure) from energy data in
individual companies on up to international
    publications/output
  • Provides a powerful tool to generate good
    quality energy information efficiently
  • It is much more than just a possible alternative
    to publish energy data
  • Output conform BES-definitions (energy balances,
commodity balances) to be derived directly from
BES inefficient and a roundabout way to do that
via supply and use database conform SNA
    definitions

16
  • Concluding remarks (2)
  • Results BES can be used to make Energy Accounts
  • Differences energy balances (BES concept) and
energy accounts (SNA concept) easy to identify
by having two well defined statistical systems
    BES and SNA
  • Dutch experience shows that differences can be
bridged in a regular statistical production
process with some additional data collection and
    estimates (bridge tables)
  • Dutch experience it is not necessary (and
possible inefficient) to put all basic
    information in one database
  • 2 recognisable statistical systems (different
concepts, structuring frameworks, type of output,
responsibility) have proven to be a practical way
    to operate (transparent, flexible, efficient)
  • Role Oslo Group versus London Group along the
lines of the 2 statistical systems (next figure)
