  • Preamble
  • Nigerias PRSP is encapsulated in its National
    Economic Empowerment Development Strategy
    (NEEDS) and it will continue to deepen reforms
    in fiscal Management, the Extractive Industries
    and the Rule of Law etc. NEEDS has already
    entered its 2nd phase.
  • The importance of accurate data for planning and
    development is critical and Nigeria is currently
    in the process of conducting a nationwide Census.

  • Harmonization, Alignment Management
  • In order to achieve the laudable objectives
    of the Paris Declaration, we have made the
    following observations with regard to Nigeria
  • Recommend that Nigeria should join other
    countries that signed the Paris Declaration by
    applying to the Secretariat before the deadline
    (6 weeks).

  • Streamline the functions of the Federal
    Ministries of Finance and the National Planning
    Commission (NPC) on aid management to avoid
    duplication, overlapping, etc.,
  • Develop more effective coordination mechanisms in
    collaboration with NPC, CSOs and the Expanded
    Steering Committee on GCAP/MDGs, (coordination of
    CSOs to be restructured to relevant Ministry)
    and
  • Institutionalize coordination mechanisms between
    Government, Civil Society and Donors

  • Support current budget monitoring initiatives and
    the Budget Monitoring Tracking (BMT)
    Initiative/Action Plan of the BMT Coalition and
    advocate for the establishment of a Budget
    Monitoring Commission in the long term for the
    actualization LEEDS, SEEDS, NEEDS, NEPAD and the
    MDGs
  • Adopt upstream mechanisms
  • Use of generic scorecards
  • Utilize local coalitions/networks of CSOs to
    promote interconnectivity of all stakeholders at
    this critical level of governance

  • Accelerate the passing of Freedom of Information
    Bill by the Senate.
  • In order to simplify access to donor funding
    recommend the harmonization of grant application
    procedures (user friendly) in line with Federal
    Government of Nigeria (FGN) processes for
    alignment of country driven modalities.

  • Strengthen/Establish Regulatory/Institutional
    Frameworks for Civil Society to facilitate
  • Coordination/convergence, harmonization and
    alignment
  • Access to funding
  • Legitimacy, transparency and accountability
  • Capacity-building of all stakeholders (government
    and civil society).
  • Dialogue/consultation on Regulatory/Institutional
  • Frameworks already initiated by FGN/CSO
  • Partnership Program, EU and DFID

  • Establish framework to pool resources which would
    be managed by CSOs in collaboration with
    FGN/Donors
  • Connect with established local networks. Support
    the establishment of local coalitions/networks
    where they are not organized
  • Continue to recognize the strategic importance of
    the involvement and integration of CSOs in the
    planning/design, implementation and monitoring of
    development programs/projects at local, state and
    federal levels.
