1. Significance of Broadband

rates Enabling the drastic overcoming of
restraints of time/space
Regardless of developed or developing
Members/Associate Members, bringing
about merits for socioeconomic development
Encouraging economic integration
and mutual understanding

2. Significance of Broadband in Asia
(1) Huge population, potentials for future
growth (2) Closer relationships in geographical,
social, economic and cultural backgrounds (3)
Preservation of diversified cultural assets in
Asia As a result of (1), (2) and (3), the
volume of information flow in the Asian region
will be increased, and information
transmission toward the world will be
strengthened.
It is vital to diffuse broadband platforms
bringing about such effects to Asia, and to
encourage use of broadband platforms.

Formulation of Asia Broadband Program
Targeting at making entire Asia the worlds
information transmission hub, by increasing
intra-regional information flow.
Japan formulated Asia Broadband Program
(March 28, 2003)
Henceforth, Japan will make concerted efforts
with Asian countries/economies to realize the
Program for deploying broadband platforms in Asia.

Target (the year of 2010)
(1) Ensure that all people have access to
broadband (including access from
various public facilities). (2) Set up
international networks with sufficient bandwidths
directly linking each country, create an
even balance of information volume between
Asia-North America and between Asia-Europe to
reach the same level as between North
America-Europe. (3) Ensure that Asia leads the
world in ICT and facilitates transition of
networks to IPv6-ready ones. (4) Establishing an
environment in which people can use ICT easily
for their own benefit. (5) Promote access to
cultural assets, etc. through digital archives
(6) Develop and commercialize machine
translation technologies for major Asian
languages. (7) Drastically increase the number of
engineers/researchers in the ICT field in
Asia.
