  • The leadership and coordination role must be
    maintained beyond the early recovery needs
    assessment and planning stages
  • Continuity of cluster leads with high technical,
    coordination and leadership skills is crucial
  • Full government ownership of the cluster is
    essential

    results of early recovery initiatives

Recommendations
  • Develop global advocacy strategy for early
    recovery
  • Prepare comprehensive set of guidance material
    for the early recovery cluster
  • Standard ER cluster TORs, SOPs, policy
    statements, ME tools, Checklists, assessment
    TORs and methodologies, etc.
  • Reflect early recovery related functions more
    strongly in the TORs of the HC/RCs
  • Establish a global surge capacity mechanisms to
    meet cluster needs in the field
  • Develop a standard agreement to delineate roles
    and responsibilities between UN and IFIs in early
    recovery
