Special General Assembly Session on AIDS 2527
June 2001
  • Heads of State and Representatives of Governments
    met at the United Nations General Assembly
    Special Session dedicated to HIV/AIDS.
  • The Declaration states what governments have
    pledged to do - themselves, with others in
    international and regional partnerships, and with
    the support of civil society - to reverse the
    epidemic.

UNODC
  • UNODC actively promotes the development of
    high-quality information systems at national,
    regional and global levels. The organization is
    responsible for the analysis of information
    provided by Member States on their current drug
    abuse situation and their counter measures.
  • UNODC is active in supporting HIV/AIDS prevention
    programs and including such components in its own
    programs to reduce the demand for illicit drugs.
  • The expansion and diversification of drug
    dependence treatment services are also promoted
    as an important component of HIV/AIDS prevention
    strategies.

The Commission on Narcotic Drugs
  • The Commission on Narcotic Drugs (CND) is the
    central policy-making body within the United
    Nations system dealing with drug-related matters.
  • Each year, a CND meeting in Vienna attended
    mostly by law enforcement officials -- public
    health perspective is very much needed.

World Health Organization
  • WHO HIV/AIDS programme focuses on scaling up
    evidence-based health sector interventions at
    country level. These include the promotion of
    safer sex harm reduction approaches to injection
    drug use HIV testing and counselling the
    prevention of mother-to-child transmission and
    treatment, care and support

  • To promote mental health of the population world
    wide and to reduce the burden associated with
    mental and neurological disorders, including
    substance use disorders.
  • The cornerstones for achieving this goal include
    a gender perspective, promotion and protection of
    human rights and equity throughout the life span.

  • 22 September 2003 -- The failure to deliver
    antiretroviral (ARV) treatment to the millions
    who desperately need it is a global health
    emergency said Dr LEE Jong-wook, speaking today
    during the UN General Assembly high level meeting
    on HIV/AIDS in New York. To urgently address the
    emergency, WHO is committed to 3 by 5 -
    providing life-saving ARV treatment to three
    million people in developing countries by the end
    of 2005. WHO is now working in several key areas
    to make this happen.

Special Envoy on HIV/AIDS in Eastern Europe
  • Lars O. Kallings was appointed by the UN
    Secretary-General in May 2003 to serve as his
    Special Envoy for HIV/AIDS in Eastern Europe.

Global Fund to fight AIDS, TB and Malaria
  • The purpose of the Fund is to attract, manage and
    disburse additional resources through a new
    public-private partnership that will make a
    sustainable and significant contribution to the
    reduction of infections, illness and death,
    thereby mitigating the impact caused by HIV/AIDS,
    tuberculosis and malaria in countries in need,
    and contributing to poverty reduction as part of
    the Millenium Development goals.

Global Fund -- CCMs
  • Applications submitted following the call for
    proposals by Country Coordinating Mechanisms
    (CCMs)
  • CCMs are to be composed of the government, civil
    society, people living with HIV, business sector,
    religious leaders
  • NGOs can apply directly, if represent
    discriminated minority

  • Legitimizes what we are trying to accomplish
  • Often difficult and bureaucratic
  • Creates greater openness and promotes discussion
