  • At a Ministerial Conference on 12 June 2008 the 7
    States signed a Declaration of intent expressing
    Willingness to further define FAB CE and
    commitment towards a Memorandum of Understanding
    (MoU) to be signed by States to develop the FAB
    Agreement
  • The Project Charter for the Preparatory Phase has
    been approved by the ANSP CEO Committee on 28th
    July 2008.
  • The main Objectives of the Project are
  • To deliver an agreed FAB CE Implementation Plan
    by June 2009 for approval by the States
  • To Implement specific elements of the FAB CE
    Initial Scenario and other possible Early FAB CE
    Implementation actions before end 2009, in
    coordination with the relevant State authorities

  • As a next step, the States agreed to establish a
    Memorandum of Understanding (MoU) setting the
    frame in which a formal FAB Agreement would be
    negotiated.
  • MoU has already been developed ( but is nor yet
    signed)
  • MoU expect FAB Governance structure as follows
  • The State Level Structure will comprise
  • National Supervisory Authorities Coordination
    Group (NSA CG)
  • Civil Military Coordination Group (C-M CG)
  • FAB CE Agreement Drafting Group (FA DG)
  • Other bodies established, if deemed appropriate,
    by the PFCC.
  • The ANSP Structure will comprise
  • ANSP CEO Committee
  • FAB CE Steering Group with following working
    groups
  • OPS, TEC,FIN, HR, SAF, ILR

NSA Functions (SES))
  • National Supervisory Authorities (NSA)
    established by MS
  • separated from ANSP, impartial, transparent,
    capable (technical expertise, manpower, financial
    resources)
  • NSA shall ensure
  • the appropriate supervision of the application of
    this Regulation, in particular with regard to the
    safe and efficient operation of air navigation
    service providers which provide services relating
    to the airspace falling under the responsibility
    of the Member State which nominated or
    established the relevant authority.
  • In respect of functional airspace blocks that
    extend across the airspace falling under the
    responsibility of more than one Member State, the
    Member States concerned shall conclude an
    agreement on the supervision provided for in this
    Article with regard to the air navigation service
    providers providing services relating to those
    blocks.

SES II and ICAO Requirements for SSP
  • ICAO requires state to have State safety
    programme (SSP) by November 2010
  • States shall establish a State safety programme
    (SSP), in order to achieve an acceptable level of
    safety (ALoS) in civil aviation
  • Expressing ALoS values of safety indicators and
    values of safety targets
  • SES II requires performance scheme for air
    navigation services and network. It shall
    include
  • Community-wide performance targets on the key
    performance areas of safety, environment,
    capacity and cost-efficiency
  • national plans or plans for functional airspace
    blocks, including performance targets, ensuring
    consistency with the Community-wide performance
    targets
  • periodic review, monitoring and benchmarking of
    performance of air navigation services and
    network functions.
  • EU via EASA and their development of European
    safety programme will require also establishment
    of safety indicators and targets
  • It requires necessary COORDINATION not only at
    FAB level but also on EU level

NSA in Slovakia
  • Civil Aviation in Slovakia is the responsibility
    of the Ministry of Transport, Post and
    Telecommunications
  • The Civil Aviation Authority (CAA), an
    independent Agency established by the Civil
    Aviation Act
  • The CAA SK is responsible for
  • certification of Air Navigation Services
    Providers,
  • certification of systems used or intended to use
    by ATS Providers,
  • CNS Providers, AIS Providers and Meteorological
    Services Providers,
  • licensing of Air Traffic Services Personnel,
  • safety performance monitoring,
  • safety oversight of ATM/CNS changes
  • etc.

Future perspective

  • Approved future recruitment of personnel
  • 2009 6 persons
  • 2010 10 persons
  • These figures are for whole CAA , we expect to
    get 2- 4 persons for NSA
  • Above mentioned improvements will allow NSA to
    cope with future requirements to perform expected
    role of NSA in SES II package.
