Comments The majority of complaints received
were about speeding. The SNE primary captain
identified two specific issues (1) speeding on
Camden Ave and (2) illegal U-turns on Camden Ave
between Leigh and Union Avenues. The SNE
secondary captain complained of speeding on
Meridian Ave between Branham Lane and Curtner
Avenue. My initial survey observations of the
SNE zone were as follows (1) Consistent
speeding on Camden Ave. between Hwy 85 and
Hillsdale Ave., (2) Consistent speeding between
Bascom and Union Avenues, (3) Consistent speeding
on Branham Lane between Meridian and Ross -
especially in front of Branham High School during
school hours, (4) Consistent speeding on Meridian
Ave. between Branham and Hillsdale Avenues, (5)
Intermittent speeding on Woodard Rd, Hillsdale,
Leigh, Union and Bascom Avenues, (6) Consistent
illegal U-turns on Camden Ave. between Leigh and
Union Avenues, and (7) Intermittent red light and
sign violations at the Camden/85 interchange.
Speed violations in the school zones were the
initial focus of enforcement, followed by speed
violations along the heavy commute routes.
Enforcement of sign violations, including the
illegal U-turns, was conducted mainly in the last
month of the enforcement period. During the SNE
enforcement quarter, approximately 385
personnel-hours were devoted to this SNE with 647
citations written. Most of the areas in this SNE
consistently produced citations during the entire
period. Some of the streets would slow down after
conducting heavy enforcement but will likely
continue due to the overwhelming number of
commute routes through this SNE. Two areas
showing the highest speed reductions were the
school zone in front of Branham High School on
Branham Lane and Meridian Ave. between Jacob and
Hillsdale. Neighborhood captain John Doe was
happy with the enforcement but felt that problems
were still present and needed more enforcement.
Secondary captain Jane Doe noticed a marked
improvement on Meridian Ave. and was extremely
appreciative of our enforcement efforts. I
advised Mr. Doe to resubmit an on-line SNE
request for additional enforcement consideration.

Comments Prior to enforcement beginning in this
area, the following violations were observed 1)
Stop sign violations occurring on Cortona at
Ruby, Louvre Altia - Violations also observed
on Ruby at Evergreen Village Square, Verona at
Lucas Dr., 2) Speeding violations occurring on
Aborn Rd. between S.White Rd. Ruby Ave., S.
White between Quimby Aborn Rd., 3) Cell phone
seat-belt violations. On a continuous basis the
Team spread out through the zone (in particular
the above areas) conducted speed, stop-sign,
cell phone, seat-belt enforcement until a
reduction in violations was realized. While
conducting enforcement in these areas, numerous
citizens approached me my officers thanked us
for being there. Out of the 404.5 hours worked,
a total of 547 citations were issued. I don't
believe the problem will be totally resolved,
however, my team myself noticed a small
reduction in the above violations. This
particular zone will need to be re-visited
possibly in the next quarter or beginning of next
fiscal year due to the potential to become a
major problem for the residents in the Evergreen
zone in the future. I spoke w/SNE Captains B.
Doe M. Doe, who both noticed some reductions in
their areas but also were still noticing some
problems, which are noted to be occurring at the
above locations. They were both thankful for
TEUs assisting their community in combating
traffic problems they were experiencing. I
explained to Captains my team will be moving to
another area during the next enforcement quarter,
advised them to continuing logging their
complaints through the SNE on-line request site
whenever a problem arises. Mr. Doe said he
planned to attend the community meeting to see if
other residents noticed our presence if they
felt it made a difference. He also indicated he
was not going to mention our leaving the area, so
that the word doesn't get out to the community
(with the chance of the traffic problem becoming
a major problem again.)

January 2009 The three new officers assigned to
the TEU will work exclusively SNE zones on a
rotational basis. Additionally, they will also
respond to more urgent neighborhood issues as
they arise. The effectiveness of these three
additional positions will be measured by the
amount of hours worked and the number of
citations issued during SNE enforcement
activities.
