Title: The Future Smart Grid and its Effect on the ECC

1
The Future Smart Grid and its Effect on the ECC
  • October 22, 2008
  • Fredric Fletcher, Burbank Water and Power

2
Energy Technologies
  • Germany, Spain, France, and Italy understand that
change is needed in the energy business
  • Vital to national security is the establishment
of plentiful, economic, domestic energy resources
  • Vital to economic development is the development
of durable high value industries that provide
good jobs for a wide variety of talented people
as well as the hard working rank and file, that
have too often been left behind

3
Todays World
  • A generation ago Ronald Reagan led an optimistic
wave that was supply based and resulted in the
longest bull market in our history
  • Some of the elements of that vision have become
stale, but its underlying values remain,
    supply-side strategies, new technologies, big
picture thinking with equal big picture
leadership, and an optimistic vision that can
    endure the difficult times required

4
ElectricityThe Supply-Side Option of Choice
  • Electricity is versatile
  • Electricity is the stuff of the atomic level, one
    of the current technology fronts
  • Electricity Technology is ready today to be
applied in new creative ways that will add value
    and capture markets
  • Electricity providers are financially well
    positioned

5
ElectricityThe Greenhouse Gas Alternative
  • Greenhouse gas controls have entered the public
policy debate and are being implemented world
    wide
  • Such controls address the global warming crisis
that some see as well as the environmental crisis
    that others see
  • People generally understand that such controls
will raise the price for energy, there is
    increased value for clean energy

6
ElectricityThe Transportation Option
  • Battery and power electronics continue to improve
    in performance and price
  • Public acceptance of electricity as a
    transportation fuel continues to improve
  • Availability of fueling stations is minor
concern, duration of filling is a concern
  • Control of charging and customer billing is an
    issue

7
ElectricityThe HVAC Option
  • Thermal storage for cooling
  • Solar thermal with other waste heat and electric
heat is being used in Europe
  • Solar cooling is being introduced in Europe
  • Combined heat and power applications may create
    need for backup electric heat

8
ECCControl Center for Smart Grid
  • The Energy Control Center will in most utilities
be the real time controller of the Smart Grid
  • The ECC can capture the most value from a Smart
    Grid
  • The Smart Grid will place new demands on the ECC

9
Discussion
  • What is being done with Smart Grid
  • What is ECC involvement
  • How will ECC expand in response
  • Where does Smart Grid fit into the ECC
  • How will ECC training change

10
What is being done?
  • AMI or more
  • Are demand control elements being considered
  • Are voltage control elements being considered
  • Are controls for PHEV being considered

11
ECC Involvement?
  • Will ECC have access to meter data
  • Will system meter data be included in MDMS
  • Will ECC implement voltage control
  • Will ECC have control over demand response in
    real time
  • Will ECC have control over PHEV

12
ECC Impacts?
  • Increase in number of desks
  • New line or expansion of current operating
    positions
  • Will ECC have any customer interface
  • Will Smart Grid work with OMS
  • Will Smart Grid controls be simulated

13
Where Does Smart Grid Fit?
  • Smart Grid as Distribution Automation
  • Smart Grid as reserve resource
  • Smart Grid as tool for LSE
  • Smart Grid as tool for Retail Provider
  • Smart Grid for Transmission Operator
  • Smart Grid as tool for Balancing Agent

14
Impacts on Training
  • Training Assessment
  • Training program development
  • Proficiency/Knowledge Standards
  • Simulator/Modeling of Smart Grid
  • Customer interface
  • Certification

15
New Players
  • Thermal storage vendors
  • PHEV manufacturers/dealers
  • Solar panel operators
  • CHP operators
  • Certification NERC Compliance?
