Country Programme Document
  • For now
  • States the strategy and key results agreed
    between Governments and each ExCom agency (UNDP,
    UNFPA, UNICEF, or WFP) for the country programme
    cycle
  • Is submitted to the Executive Boards each year in
    June (or exceptionally in Sept) with the UNDAF
    as an annex
  • Is the vehicle through which each Executive Board
    of the four approves the agency country programme
    and budget

  • The UNDAF will serve as the approval vehicle for
    the country programmes of both Excom and
    specialized agencies
  • Pilot use of the UNDAF as a common UN programme
    underway in Cape Verde (and more to come)

UNDAF M E
  • ME always a priority, but no structure or
    clear purpose
  • ME plan provides structure
  • a summary of key indicators, sources of
    information (incl. responsibilities) about
    expected UN system results
  • It enhances UNCT accountability for UNDAF results
  • It requires a final UNDAF evaluation to inform
    subsequent CCA and UNDAF

1. UNDAF M E Plan
  • Consolidates the ME activities related to the
    results expressed in the matrix
  • Improves strategic focus and prioritisation of
    ME activities
  • Coordinates the timing of each activity for
    specific users and uses
  • Reduces duplication and costs of ME efforts and
    enables greater synergies in ME activities
  • Encourages partnerships and continued
    strengthening of national ME capacities.

  • coordination mechanisms (theme groups, joint
    field visits, assessments, and activities with
    partners)

    verification for UNDAF and CP outcomes, and risks
    and assumptions

    activities (surveys, studies, assessments,

  • A joint UN review of the results of the five year
    UNDAF which determines
  • - Whether the common UNDAF outcomes
  • were achieved
  • - How well the UNDAF succeeded as a
  • tool for UN system collaboration
  • And informs subsequent CCA-UNDAF preparation
    for the next 5year cycle

  • It contains
  • A text description of how the final evaluation
    will be conducted in year 4 of the programme
    cycle.
  • Milestones to be included in the ME calendar 
  • The key evaluation issues to be addressed
  • Effectiveness of the UNDAF as a coordination
    framework
  • Achievement of UNDAF and CP outcomes
