Why Are We Here ?

In 2004 110 Fellow FF Lost their lives in the
Line Of Duty

• 31 Career / 79 Volunteer
• 3 Were killed when an Apparatus backed over them
• 5 Were killed by passing vehicles at the Scene
• 5 Were killed when they fell from a moving
  apparatus
• 20 Were killed in Vehicle Collisions (7 of which
  were in POV)

Most Accidents

• According to NFPA there are approximately 25 FF
  killed every year
• Most accidents occur during the daylight
• Most accidents occur on dry roads

Vehicle Positioning

• Position apparatus in the most safe and effective
  location for the task to be performed.
• If this means you shut down the road
  THEN DO IT

Policy Review

Driving RequirementsNew Employee

• 18 years of age
• Class E,F or CDL B
• Complete EVDT course (SCFA or VFIS)
• 12 Hours of supervised driving time (must be
  documented)

From Previous Agency

• 18 years of age
• Class E, F, CDL Class B
• EVDT Certification (SCFA or VFIS)
• Letter from Previous Department stating employee
  was satisfactory vehicle operator

All Employees will have a three (3) year driving
record check annually

Emergency Vehicle Response

• Circle of Safety
• Prior to entering the drivers compartment the
  driver shall conduct a 360 degree inspection.
• Emergency or not
• Looking for hazards, open doors, necessary
  clearance

Warning Devices

• All or none
• There is no Lights only mode of operation
• Regardless of time of day and/or traffic
• WARNING DEVICES ONLY REQUEST THE RIGHT-OF-WAY,
  THEY DO NOT INSURE IT!

Vehicle Control and Right-of-Way

• Allow for a safe following distance / Rate of
  closure
• Maintain control of the vehicle you are operating
  at all times.
• This may mean you drive slower than normal
• Ice
• Rain
• Wind

Response Speed

• When responding to an Emergency drivers shall
  operate as near to the posted speed limit as
  possible.
• State Law states no more than 10 miles over the
  posted limit
• This does not apply to school zones

Intersections

• Uncontrolled
• Scan for all possible hazards
• Right turns on red, pedestrians, vehicles
  speeding, etc.
• Observe traffic in all directions
• Change the siren not less than 200 ft
• Establish eye contact with other drivers
• You should always slow and be prepared to stop.

• Bring vehicle to a complete stop

Intersections

• Proceed Only After you have insured it is safe to
  do so

• When responding to a call in Non Emergency mode
  you must obey all traffic laws and use no type of
  warning device

All Emergency Vehicles shall burn low beam
headlights when driving on any public road.

Riding Policy

• Anyone riding must be seated in approved
  positions and secured by belts whenever vehicle
  is in motion.

Backing

• Avoid if at all possible
• Use a spotter
• Conduct a circle of safety

Response in POVS

• All employees are to report to their assigned
  station unless they would have to pass the
  incident
• Must obey all laws
• No warning devices
• DO Not Respond to Vehicle Accidents or Vehicle
  Fires in POV

Median Crossing

• Large Vehicles Do Not Cross Medians
• GO to the next exit and turn around
• Shut down as many lanes as needed to handle the
  emergency. Open as soon as safe to do so.
