MALS-29
Taking Continuous Process Improvement to IRAQ!!
2
Our Mission
  • Combat Readiness Zero aircraft NMCS/PMCS due to
    MALS support
  • Voice of the customer support
  • Empower our Marines to make a difference
  • Establish and use metrics that support our goals
  • Utilize Continuous Process Improvement tools on
processes that are negatively impacting our
    ability to reach our goals

3
Preparation before we depart
  • Create a charter that clearly defines our goals
and details the roles and responsibilities of the
personnel tasked to achieve these goals
  • 100 AIRSpeed 101 Trained
  • BMT v4.01 Training for all users
  • Work with MALS-14, MALS-26 and MALS-31 to gather
design plans and TRR data for other TMS work
centers that we will support in Iraq
  • AIRSpeed Site Core Marine on advanced party
  • Turn on BMT v4.01
  • Initial assessment of critical Aviation Logistics
    processes

4
In country, First 30 days
  • Every Process Owner conduct an assessment of
their processes that affect our Squadron goals
  • What are your goals and how do they tie in with
    our Squadron goals?
  • What do your customers expect from you and how
will you become reliable in satisfying your
    customers?
  • What metrics will we use to measure your ability
to achieve our goals and satisfy the customer?
  • What constraints, interdependencies, variation
and waste exists that is negatively affecting
your ability to reach these goals?
  • What is your plan to address your issues and
become a reliable source of Aviation Logistics in
    support of Combat Readiness?

5
AIRSpeed Goals for the year
  • GOAL driven METRICS backed by VISUAL MANAGEMENT
  • Identify the constraints, interdependencies,
variation and waste that are impacting our goals
    (documentation)
  • Utilize CPI tools to impact our goals, the voice
of the customer and quality of life for our
    Marines
  • Look at eKM documented LSS events and conduct new
    events
  • Activate BMT v4.01 to utilize time domain
    management
  • Work with PC to establish baseline TRR for every
    work center
  • Work with SMD to establish baseline TRR for stock
    replenishments
  • Conduct AIRSpeed designs
  • Design TRRs for critical Maint Work
    Centers/components
  • TRR for Supply Chain from CONUS to Al Asad and
    the FOBs
  • Determine where buffers and PEBs need to be
    placed
  • Work with customers to understand, analyze and
create buffers that support their demand patterns
  • Customer Feedback Mechanism (Survey)

Topics for Discussion

METRICS - What are we measuring in 2d MAW?
  • Discussion Show me how you measure me and I
will show you how I behave. Is there a standard
metric that we want to be measured by?
  • NMCS/PMCS, but what are the drivers of NMCS/PMCS?
When we ask the Five Whys about NMCS/PMCS
    drivers what do we discover?
  • Recommendation A task group get together and
look at the Five Whys of NMCS/PMCS drivers to
come up with metrics that measure how successful
we are in providing reliable Aviation Logistics
    Support of Combat Readiness.
  • Drivers O level Squadron Goals, Leadership,
Policies, Qualified Marines, Parts, GSE, IMRL,
    Information Systems, Accountability, TRR/buffers
    or legacy metrics, etc

AIRSpeed Awareness Training AIRSpeed 101
  • Discussion There are many different AIRSpeed
tools that are being taught by military
    personnel, civilian contractors and community
colleges. In order to ensure consistency of
effort within 2dMAW we need to develop a
    standardized entry level AIRSpeed training
package that provides all Marines/Sailors the
basic foundation of these AIRSpeed tools combined
with the Mission, Vision and Goals of Marine
    Aviation.
  • Recommendation Within 2dMAW we must standardize
a training package that covers the right material
and that can be taught by a Green Belt or higher
within the chain of command. Ensure that this
training package is updated annually and
    retrained annually.

MALSP II
  • Discussion MALSP II pilot study is currently
being tested by 3dMAW and MALS-16. Current test
involves 200 CH-46 consumable NIINs that are
owned by MALS-11. Future pilot will involve the
stand up of an ESB in Norfolk. What will be the
impact on MALS-29 and 2d MAW Marines in support
of this ESB and overall MALSP II pilot.
  • Recommendation MALS-29 continue the MALSP II
pilot study as started by MALS-16 in theatre.
Establish clear goals/metrics that will be used
to determine the success or failure of the MALSP
    II pilot.
