  • TAMILNADU EXPERIENCE

  • Tamil Nadu has 434 projects.
  • General ICDS Projects (1133) already had
    pre-school component (1975).
  • 318 Projects which were started (in phased
    manner) under TINP-I (1980), had the pre-school
    component introduced in TINP-II (1989).
  • Tamil Nadu already had
  • 1. Committed AWWs
  • 2. Decentralized pattern of training
  • All the field functionaries are well equipped
    with training.
  • A very good IEC component which facilitated good
    Community Mobilization and Community Participation

AWCs AS NURSERY SCHOOLS .. GENESIS
  • Aspirations and inclination on the part of the
    parents to send their children to Nursery Schools
    where medium of instruction is English.
  • Private nursery schools are generally colorful
    and attract the parents.
  • Mushroom growth of nursery schools which are
    generally expensive-but does not have the desired
    standard.

UPGRADATION PROCESS
  • Carefully designed, child centered and user
    friendly module was prepared by the State level
    Trainers (CTC and other Project Trainers) with
    the support and able guidance of experts from the
    field of child development.

  • State Level Trainers at Communication and
    Training Centre organized Training of Trainers
    (TOT) for the selected Trainers from the district
    with emphasis on hand on experience rather than
    theory.
  • These Trainers in turn shared and disseminated to
    other project trainers and other supervisory
    functionaries of their respective district.
  • As a team all preparation and materials were made
    for conducting the training of the AWWs
    training imparted systematically.
  • One of the Regular Refresher Training under
    UDISHA was conducted on Upgradation of AWC in
    respect of ECE (in the year 2003-2004).
  • Training to prepare and utilize low cost and no
    cost materials.

FUNDING AWCs UPGRADATION AS NURSERY SCHOOLS
  • Community contributed in the form of providing
    infrastructure like building, chairs, play and
    kit materials, etc.
  • Sponsorships from Voluntary agencies and private
    sectors like Relief Foundation, Saint Gobain,
    Lions Clubs, Lufthansa, Other NGOs contributed
    towards building of AWCs, providing materials,
    etc.

CREATING JOYFUL LEARNING ATMOSPHERE
  • Thought provoking activitiescreative concept
    forming activities were organized at AWCs.
  • Experiential learning-Children learnt by doing
    themselves.
  • Activity Based approach- Balanced and variety of
    activities were organized .
  • Play-way methodology-All the activities in the
    centres were organized through games and play.
  • Introduction of English-small rhymes, simple
    commands (sit down, come here,etc).
  • Bilingual approach-For easy understanding, local
    language, Tamil and English are used
    simultaneously.

SARVA SHIKSHA ABIYAN SUPPORT
  • A provision of upto Rs.15 lakhs (approx) made
    every year to each Collector.
  • 20000 AWCs benefitted (2003-2005)
  • Procurement of play materials at the rate of
    Rs.1,500 per centre and kit materials at the rate
    of Rs.225 per centre
  • Incentive to AWW _at_ Rs.50 per month
  • Incentive to AWH _at_ Rs.25 per month.
  • Replenishment and purchase of stationery _at_
    Rs.1.50 per child per month.
  • Regular supply of pre-school education kit
    covering all AWCs under Gen ICDS and WB ICDS.

IMPACT OF UPGRADATION
  • Change in the perception of service providers
    (DPOs, CDPOs, Trainers and Supervisors).
  • Realization on the value of Early Childhood
    Education.
  • Attitudinal changes among all levels of
    functionaries - responsibility in shaping and
    moulding the childs future.
  • Enhancement in interest, involvement and
    commitment.
  • Rapport between the AWWs and Children firmly
    established.
  • All these resulted in considerable behavioral
    change in the child which in turn served to
    highly motivate the AWWs.
