Title: Nadzemny Express

1
Nadzemny Express
  • Scott McIntosh, Technical Director,
  • International Project Review Team

2
Existing Public Transport
3
Nadzemny Express
  • St Petersburg wishes to provide a new link
  • FROM existing radial links running North-South
  • BY MEANS OF an East-West line, interchanging with
the Metro and extending into new commercial
    opportunities

4
The objectives
  • new orbital links
  • open up new development areas
  • relieve overcrowded local surface transport
    routes,
  • provide a real alternative to private car use for
    radial journeys,
  • to support environmental improvements - reduce
internal combustion engined transport trips and
    help focus development
  • provide a Beacon of Excellence to transport
    providers.

5
Chosen technology Light Rail
g
  • Proven technology with good industry support
  • Attractive to customers
  • Environmentally friendly

6
The route
  • 30 km long from 2 western termini - Congress
    Centre and Baltic Pearl
  • branches are brought together at Ul. Pionerstroya
  • single main line running in an easterly
    direction,
  • Metro interchanges at Pr. Veteranov and
    Zvedznaya,
  • terminus adjacent to Obukhovo Metro and suburban
    railway station.
  • A total of 16 stations are proposed along the line

7
Baltic Pearl
  • more than 200 hectares
  • 2 million square meters of residential and
    commercial real estate
  • housing areas, public buildings and commercial
    centres
  • 35,000 residents
  • total investment US1.346 bn

8
Palace of Congresses
  • a major Congress Centre
  • Konstantinovsky Palace dates back to 1715
  • houses parts of the State Hermitage collection
  • venue for cultural and feast events
  • the location for theG8 Summit in July, 2006

9
The Route
  • a fully segregated alignment (site propre) free
from road traffic conflicts for the entire
    initial 30 km alignment.
  • Part of this route (currently about 70 of the
alignment) is segregated by the use of viaducts
    for Nadex,
  • the rest of the route is at grade, but fully
    segregated from road traffic.

10
Stops
  • average separation of 1500m, allowing Nadex
trains to reach relatively high speeds between
    stops.
  • The successful bidder will work with the local
authorities to develop interchanges with other
transport at key points along the system.
  • The successful bidder will also work with
property developers along the line of route to
facilitate the provision of Nadex stops to serve
    major developments seamlessly

11
Along the route
  • Typical 6-8 story high rises intensification of
    development
  • Interchange at Obukhovo

12
Extensions
  • Early phase of an expanded city wide light rail
    system.
  • Airport line already under consideration
  • extensions to the north and east, may be
developed as part of the overall St Petersburg
    Transport Plan.
  • options to extend Nadex services over upgraded
parts of the St Petersburg Tramway network may
    also be considered
  • Bidders should consider these potential
extensions and should be careful not to make any
technical provisions in their initial system that
    would preclude such extensions.

13
International team
  • The World Bank
  • Mott MacDonald Pöyry
  • Allen and Overy

14
So what has the International Team done?
  • Reviewed the demand estimation process and made
recommendations as to how predictions could be
    made more robust
  • Reviewed the engineering proposals
  • Reviewed Integration and Interchange issues
  • Benchmarked the scheme against comparable schemes
    in Europe and North America
  • Developed the PPP concept and contract
    documentation

15
What sort of contract is it?
  • Design, Build, Operate, Maintain Transfer
    single contract
  • Contract duration 30 years
  • Seeking best bids from experienced International
    bidders
  • Defined by a Performance Specification and
Outline Design saying WHAT we want, not HOW
    you should do it
  • Powers to build proclaimed by City in December
    2007
  • Land will be provided at zero cost and free of
    by legal or physical encumbrances

16
Consortium Components

17
Money
  • Proportion of Capex will be covered by a grant
    from City of St Petersburg
  • Availability payments during operational phase
  • Exploitation of non transport revenue
    opportunities
  • No Farebox risk taken by bidders

18
What does St Petersburg want in return?
  • A safe system
  • An attractive system
  • A buildable system
  • A reliable system
  • A system that meets its objectives
  • A model for the future

19
Key Word
  • Reliable !

20
Proven good practice
  • No surprises
  • Nothing cutting edge
  • Good design
  • Proven design
  • Start in the morning run all day finish at
    night
  • 20 hours a day -7 days a week - all year round

21
Key Performance Indicators
  • Availability is the system open for business?
  • Timetable is the advertised service being run
    reliably?
  • Journey times are contractual journey times
    being met?
  • Comfort are the trains overcrowded?
  • Cleanliness are the trains and stops clean?
  • Safety 1 no accidents caused by operator error
  • Safety 2 is the system patrolled and monitored?
  • Environment does the system meet the
commitments set out in the Environmental
    Statement?

22
Technical requirements
  • System being procured against a Performance
Specification we will say WHAT we want, bidders
will say HOW they will achieve it
  • System to be Russian gauge 1524mm
  • Vehicle design such that they can run over
upgraded parts of the tramway network
  • Power to be 750Vdc, supplied by Overhead Line
  • System to be disabled-accessible, with level
boarding from low (approximately 350mm high)
    platforms
  • Good acceleration up to Vmax. 80kmh
