Contract Bundling?
  • The definition of contract bundling is the
    consolidation of two (2) or more procurement
    requirements for goods or services previously
    provided or performed under separate smaller
    contracts into a solicitation of offers for a
    single contract. The single contract is likely to
    be unsuitable for award to a small business
    concern due to the variance, size, or specialized
    nature of the elements of the performance
    specified or the aggregate dollar value of the
    anticipated award or the geographical dispersion
    of the contract performance sites or any
    combination of the above.

Contract Bundling Hurts Small Business
  • For every increase of 100 bundled contracts,
    there is a decrease of 60 contracts for small
    businesses.

Contract Bundling Review
  • Contracts with estimated value of 1M and above,
    to include option years, task and delivery
    orders, and blanket purchase agreements (BPAs)
    will require a contract bundling review
    performed by OSDBU
  • OSDBU will be given 15 working days to perform
    the bundling review

Bundling Reviews
  • Contract bundling reviews are also applicable to
    multiple award contracts (MACs), multi-agency
    contracts, Government-wide acquisition contracts
    (GWACs), and GSAs Multiple award schedule
    program.

  • Have now been revised to include review of
    sources listed under FAR Subpart 8.404(a)

  • FAR 19.702
  • Required when the contract award or mod will
    exceed 500 K (1M for construction) AND awardee
    is a large business.
  • Subcontracting plans are reviewed by OSDBU prior
    to contract award
