Title: FLIGHT RECORDER CARRIAGE REQUIREMENTS

1
FLIGHT RECORDERCARRIAGE REQUIREMENTS
  • Caj Frostell
  • Chief, Accident Investigation
  • and Prevention Section
  • International Civil Aviation Organization

International Symposium on Transportation
Recorders
2
What is ICAO?
  • UN specialized agency for civil aviation
  • Chicago Convention (1944)
  • 185 Contracting States
  • Civil Aviation Authority State

3
Convention on International Civil Aviation
  • Chicago Convention and the 18 Annexes are
    comparable to international law
  • Multilateral agreements essential for the
regulation of aviation (air traffic services,
    airport design, navigation aids, communication,
    aircraft design, personnel licensing)

4
ICAO Annexes (18)
  • SARPs
  • States implement the Standards into their
    national legislation
  • The ICAO Annexes are minimum requirements

5
Annex 6 OPERATION OF AIRCRAFT
  • PART I
  • INTERNATIONAL COMMERCIAL
  • AIR TRANSPORT AEROPLANES

6
6.3.3 FDRs aeroplanes for which the individual
C of A is first issued after1 January 1989
  • 6.3.3.1 All aeroplanes over 27 000 kg shall be
equipped with a Type I FDR.

7
6.3.3 FDRs aeroplanes for which the individual
C of A is first issued after 1 January 1989
  • 6.3.3.2 All aeroplanes over 5 700 kg and up to
27 000 kg, shall be equipped with a Type II FDR.

8
FDR duration 25 hours
  • Type I 32 parameters
  • Type II 15 parameters

9
6.3.6 CVRs aeroplanes for which the individual
C of A is first issued after 1 January 1987
  • 6.3.6.1 All aeroplanes over 5 700 kg shall be
equipped with a CVR, the objective of which is
the recording of the aural environment on the
    flight deck during flight time.

10
6.3.8 CVRs duration
  • 6.3.8.1 A CVR shall be capable of retaining the
information recorded during at least the last 30
    minutes of its operation.

11
  • 6.3.8.2 Recommendation. A CVR, installed in
aeroplanes over 5 700 kg for which the individual
C of A is first issued after 1 January 1990,
should be capable of retaining the information
recorded during at least the last two hours of
    its operation.

12
6.3.9 Flight recorders construction and
installation
  • Flight recorders shall be constructed, located
and installed so as to provide maximum practical
protection for the recording in order that the
recorded information may be preserved, recovered
and transcribed. Flight recorders shall meet the
    prescribed crashworthiness and fire protection
    specifications.

13
  • Note. Industry crashworthiness and fire
protection specifications can be fund in
documents such as the European Organization for
    Civil Aviation Electronics (EUROCAE) documents
    ED55 and ED56A.

14
6.3.10 Flight recorders Operation
  • 6.3.10.1 Flight recorders shall not be switched
    off during flight time.

15
  • 6.3.10.2 To preserve flight recorder records,
flight recorders shall be de-activated upon
completion of flight time following an accident
or incident. The flight recorders shall not be
    re-activated before their disposition as
determined in accordance with Annex 13.

16
  • Note 1. The need for removal of the flight
recorder records from the aircraft will be
determined by the investigation authority in the
State conducting the investigation with due
regard to the seriousness of an occurrence and
the circumstances, including the impact on the
    operation

17
6.3.11 Flight recorders continued
serviceability
  • Operational checks and evaluations of recordings
from the flight data and cockpit voice recorder
systems shall be conducted to ensure the
    continued serviceability of the recorders.

18
FLIGHT RECORDER PANEL(FLIRECP)
  • SECOND MEETING
  • Montreal, 12-20 November 1998
  • PROPOSALS

19
FDRs for new aircraft
  • No significant difference in the parameter list
    between
  • - EUROCAE
  • - FAR
  • - contains the existing 32 parameters in
  • Annex 6

20
  • FDRs - aeroplanes for which the individual C of A
is first issues after 1 January 2003.
  • All aeroplanes over 5 700 kg shall be equipped
    with a Type IA FDR.

21
  • A Type IA FDR shall record the parameters
required to determine accurately the aeroplane
flight path, speed, attitude, engine power,
configuration and operation. The parameters that
satisfy the requirements for a Type IA FDR are
    listed in xx.

22
Parameter list
  • The parameters would be recorded only if the data
was readily available on the aircraft. Most new
aircraft are capable of complying already.

23
CVRs for new aircraft
  • CVR, installed in aeroplanes over 5 700 kg for
which the individual C of A is first issued after
1 January 2003, shall be capable of retaining the
information recorded during at least the last two
    hours of its operation.

24
Future Work
  • FDR and CVR carriage requirements for existing
    aircraft (retrofit)
  • Impending obsolescence of tape based recorders
  • Independant power supplies

25
  • Further review of the EUROCAE parameter list
  • Cockpit video recording
  • Combined FDR/CVR/video recorder
  • Recorders for small aircraft
