Doctrine

• Need to clearly define roles and terminology in
  support of TST/TSST/TCT in the Joint and Army
  theaters for Attack Operations (WIDD with BL
  support)
• Need to determine the most effective use of BCD
  Air Lift Section for theaters (WIDD with BL
  support)
• Need to revise/update FM 100-13 Series (WIDD
  with BL support)

Doctrine

• Need to develop security doctrine for operating
  with Coalition Forces in theater (WIDD with BL
  support)
• Doctrine for DOCC in Corps/Div manuals (WIDD with
  BL support)
• 24 hour operations

• Consider existing/emerging automation

Training

• Need to acquire MTSA funds for JAC2C mission
  support and training for BCDs (BL/USAFAS with
  AJAST support)
• Need to better manage inbounds to BCDs - ensure
  training enroute (PERSCOM with FAPO assistance)
• Need to develop a training program recommendation
  for BCDs that ensures new arrivals, who did not
  attend JAC2C, are trained and digital skills are
  maintained (BL with AJAST support)

Training

• Need a TRADOC proponent for training the Division
  Battle Staff (USAFAS)
• Need an AFATDS training course for Corps and
  above organizations (TSM FATDS)

Leader Development

• Need to charter BCD proponent at Fort Sill and
  man accordingly (BL lead for USAFAS)
• Need to charter DOCC proponent at Fort Sill and
  man accordingly (BL lead for USAFAS)
• Need to identify Army level proponent, if not
  Fort Sill, for BCD and DOCC (BL lead for USAFAS)
• Need to incorporate NCO Forum into future
  BCD/DOCC conferences (BL)

Organizations

• 2d BCD (RC) relocation probable with new MTOE
  coming into effect (BL support to ensure that MOS
  training is identified)
• Need Information System Staff NCO, MOS 74B40 in
  BCDs ASAP (PERSCOM with FAPO assistance)
• Investigate TOE change to add SCI codes for BCD
  Plans/Ops OICs and Cdr and Deputy (DCD)
• Investigate TOE change to Joint Code for BCD
  Plans/Ops OICs and Cdr and Deputy (DCD)
• Investigate TOE change to add a Digital Master
  Gunner for BCD and Corps ECC (DCD)

Materiel

• Establish BCD website (BL)
• Need to publish the ABCS blocking strategy and
  systems status and make it readily available for
  unit access (TPIO ABCS)
• BCDs submit operational requirements to ABCS TSMs
  and Battle Lab ABCS TSMs provide feedback on
  status of requirements (ABCS TSMs and BL)

Conclusion

• Battle Lab currently remains the BCD Proponent
  for the Army
• BCDs have high expectations and need for our
  support
• BCD Proponent POC currently is a 13F40 who has no
  DOCC, BCD or Joint level experience
