  • To confirm existing arrangements -
  • Partnership of local Health Social Care
    agencies (DCC, PCT, DPT)
  • DCC are the lead agency
  • Integrated management of staff with adherence to
    policies and procedures of employing authority
  • Integration of health social care services
    providing local team for people to access
  • No pooled budgets

  • Due to changes in legislation by DoH Our
    Health, Our Care, Our Say and the move to
    integrated health social care commissioning, we
    are considering options for the future position
    of LD services
  • Provider partnerships with Older People /
    Physical Disability services / Childrens
    services
  • Partnership with DPT as part of Foundation Trust
    Partnership
  • Social Enterprise to commission and provide all
    LD services

  • Greenlight agenda and specialist services
  • Greenlight is a toolkit for improving MH
    support services for people with LD published
    in June 2004
  • Describes what a good service should look like
    and was written to help MH implement the NSF and
    consider people with LD alongside any other
    person with MH issues.
  • In Deon we have made significant progress in LD
    MH services working together.

  • Greenlight Specialist Services Continued
  • Improved awareness raising and joint training
    opportunities
  • Consideration of people with LD accessing
    assertive outreach and crisis
  • Admission of people with LD into MH beds and
    thereby decreasing the need for specialist beds
  • Consideration of resources shifting from LD to MH
    services to enable greater access to MH services
  • Consideration of LD in the redesign of MH
    services but within a realistic financial
    envelope.

  • Future of TRS
  • Trust Residential Services was set up
    following the closure of long stay hospitals in
    Devon
  • Over the years, TRS has reduced its
    residential beds from 34 homes to 6 homes
    currently supporting 22 people.
  • TRS provides residential accommodation to
    people with moderate and profound LD and who
    challenge ordinary services.
  • A review of their services has been
    undertaken and we are currently considering
    options for the future which might include the
    possibility of outsourcing.

  • Devons response to Cornwall
  • Devon has no unregulated residential or
    domiciliary care services.
  • Devon only has 5 small assessment and treatment
    units owned by DPT (4 are managed by the LD
    Partnership and 2 by Forensic services at
    Langdon)
  • Devon has responded to the HCC with an action
    plan against the Cornwall recommendations.
  • DPT Trust Board has been asked to respond to a
    questionnaire about the governance of LD
    services.
  • HCC will be asking all our 6 units to undertake a
    self-assessment audit.
  • HCC will decide whether to visit later this year.

  • Next Steps
  • The HCC Self Assessment and our work following
    the Cornwall enquiry will be brought to the Board
    in March
  • Board Assurance Framework for Learning
    Disabilities will be developed and reported on
    quarterly.
  • In view of the importance of Learning
    Disabilities within the Trust, an identified lead
    will be nominated from the Trust Board.
