PRESENT STATUS OF RURAL HOUSING
  • As per the estimate made by the Census for 2001,
    the Rural Housing shortage is about 149 lakh. In
    addition 10 lakh shelter less families are added
    every year.
  • About 40 lakh houses required to be constructed
    every years to end shelterness during the next
    five year
  • At present about 14-15 lakh houses are
    constructed within the given resources leaving
    the gap of about 25 lakh houses

INDIRA AWAAS YOJANA
  • Objective
  • To help construction of dwelling units for
    the poor shelterless families by providing
    Grants-in-aid.

INDIRA AWAAS YOJANA
  • Minimum 80 of the allocation is to be spent on
    construction of new IAY houses.
  • Upto 20 of the allocation is to utilized for
    upgradation of unserviceable kutcha houses or for
    credit-cum-subsidy scheme or for new
    construction.
  • 5 of the resources are earmarked for the houses
    affected with the natural calamities.

  • Target Groups
  • Members of Scheduled Castes/Scheduled Tribes.
  • Freed bonded labourers.
  • Non SCs/STs BPL families.
  • Families of the defence/ para-military personnel
    killed in action.
  • Ex-Servicemen and retired members of
    para- military forces subject to fulfillment of
    other conditions.

  • EARMARKING OF RESOURCES FOR THE WEAKER SECTIONS
  • Minimum 60 for SC/ST BPL families.
  • Maximum 40 for non SC/ST BPL families.
  • 3 of the above categories for physically and
    mentally challenged persons.

  • SELECTION OF BENEFICIARIES
  • Gram Sabha will select the beneficiaries from
    the list of eligible BPL households.
  • Selection by the Gram Sabha is final.

  • IMPLEMENTING AGENCY
  • DRDA/Zilla Parishad are the Implementing
    Agencies for the Indira Awaas Yojana (IAY).
  • Funds are directly released to the DRDAs in two
    instalments.

INDIRA AWAAS YOJANA
  • RESOURCE ALLOCATION
  • Expenditure under the IAY is shared by the
    Centre and State in the ratio of 7525.
  • For allocation of resources to the States/UTs
    under the IAY, equal weightage is given to
    poverty ratio and housing shortage.
  • Equal weightage to housing shortage and rural
    SC/ST population is given for allocation of
    resources to the districts within the States.

  • INVOLVEMENT OF BENEFICIARIES
  • Beneficiaries will have complete freedom for
    their house construction.
  • Beneficiaries may procure construction material
    and engage skilled workmen.
  • Beneficiaries will contribute family labour.
  • Title of the house should be in the name of
    female member or in the joint name of both
    husband and wife.

ASSISTANCE UNDER IAY
  • Unit Cost has been increased from Rs. 20,000/-to
    Rs. 25,000/- in Plain and from Rs. 22,000/- to
    Rs. 27,500/- in Hilly /Difficult Areas w.e.f.
    1.4.2004 for construction of house including
    sanitary latrine and smokeless chulha.
  • For Upgrdation of un-serviceable house, it has
    been increased from Rs.10,000/- to Rs.12,500/-
    for all areas.
  • The minimum area of 20Sq. Meter is required to be
    covered for construction of dwelling unit under
    IAY.

  • Around Rs. 19466.35 crores have been spent since
    inception of the scheme in 1985-86
  • About 111.89 lakh houses have been constructed so
    far.
  • Note Only 14 States reported for the month of
    March 2004.

INDIRA AWAAS YOJANADURING 2003-2004
  • During the year, Rs. 1871.07 crores have been
    released to the States/UTs.
  • 570 districts got the first instalment and 562
    districts got the second instalment.
  • Against the target of 14.84 lakh houses, 10.46
    lakhs houses were constructed and 618364 under
    progress.
  • Rs. 2003.82 crores against the total available
    fund of
  • Rs. 2494.14 crores have been utilized during
    2003-2004.
  • Note Only 14 States reported for the month of
    March 2004.

PERFORMANCE DURING 2004-2005
  • Current years proposed budget allocation is Rs.
    2500 crores.
  • Vote on accounts is 50 of the proposed budget
    allocation.
  • During the year, Rs. 1088.56 crores have been
    released to the States/UTs.
  • 525 districts got the first instalment till date.

OTHER HOUSING SCHEMES
  • Credit-cum-subsidy Scheme
  • Subsidy upto Rs. 10,000/- per household.
  • Loan upto Rs. 40,000/- per household.
  • Households having annual income upto
  • Rs. 32,000/- is eligible under the Scheme.

OTHER HOUSING SCHEMES
  • INNOVATIVE STREAM FOR RURAL HOUSING AND HABITAT
    DEVELOPMENT
  • Objective To demonstrate/promote/propagate
    innovative and low cost technologies, designs and
    materials.
  • Other Features
  • In operation since 1999-2000.
  • Demand Driven Project Based Scheme.
  • Maximum assistance is Rs. 50 lakhs per project.
  • Implemented through DRDAs/other Governmental and
    non- governmental agencies.
  • 170 projects have so far been approved and an
    amount of Rs. 42.11 crores has been released.

  • RURAL BUILDING CENTRES
  • Objective To develop appropriate
    technologies, to produce low cost housing
    material and capacity building at the grassroot
    level.
  • Other Features
  • In operation since 1999-2000.
  • Demand Driven Project Based Scheme.
  • Maximum assistance is Rs. 15 lakhs per project.
  • Implemented through DRDAs/other Governmental and
    non- governmental agencies.
  • 85 projects have so far been approved and an
    amount of Rs. 7.67 crores has been released.

Equity Support to HUDCO
  • To meet the housing requirement of economically
    weaker section in rural areas and to improve
    the access of housing finance, equity support to
    HUDCOis being provided.
  • Equity support _at_ of 10 cores p.a. was provided
    till 2003-04.
