2Course Goal
This course is intended to provide awareness
level training for executive level law
enforcement personnel, relative to
their responsibilities to plan for, deter, and
respond to weapons of mass destruction incidents
in their cities and communities.
3Course Format
- A two-day, 16 hour awareness level training
- program
- Intended for law enforcement personnel at the
- Planning and Management level
- Training is free to registered participants
- The primary emphasis of the course focuses upon
- planning, deterring, and responding to WMD
events - from a law enforcement executive's perspective
- Each training iteration is co-hosted by a local
or state - law enforcement agency.
4Course Objectives
- Recognize and describe the history and nature of
- the radical, extremist (jihadist) terror
movement. - Identify the different types of weapons of mass
- destruction (CBRNE Chemical, Biological,
- Radiological, Nuclear Explosives)
- Identify and articulate the components and
- aspects of the National Strategy for Homeland
- Security

- Recognize and describe aspects of the National
- Security Act of 2002, the National Strategy for
- Homeland Security, and Homeland Security
- Presidential Directives 3, 5, and 8
- Identify specific planning, training and
equipment - initiatives and articulate the planning roles of
local, State, and Federal governments - Demonstrate how to enhance private/public
- partnerships and develop community resources

- Articulate and demonstrate the threat/risk
- assessment process
- Identify and describe strategies to deter or
- prevent WMD incidents
- Identify sources of intelligence and the
- methodology for gathering, analyzing, and
- disseminating that intelligence

- Recognize and describe the concepts of the
- National Incident Management System (using the
- Incident Command System) when applied to the
- complexity of a response to a WMD or critical
- incident
- Articulate attributes of the Homeland Security
Exercise and Evaluation Program (HSEEP) and
identify and understand the importance of - participating in WMD training exercises
