- Erbil city is one of the Oldest Cities in the
World with more than 8000 years and the life is
continues. It is the Capital of Iraqi Kurdistan
Region with a population of the governorate about
1,350,000 inhabitants and area is 16,484 km2

Available in This Summit For Developing Higher
Education Sector In Kurdistan Region. For this
purpose the following projects have been proposed
as priority to achieve part of our strategic
plans.

- PROPOSED PROJECTS
- Project No.1
- Establishing Three Training Centers
- The following project require,
as an initial stage, the establishment of at
least Three Training Centers for English language
and Computer Science to undertake the proposed
training programs. This follows the decision
taken in October 2006 conference in which the
medium of teaching is to be in English for all
scientific branches as well as adopting advanced
teaching technologies. - Requirements
- 3 buildings ( furnished and Equipped ) in 3
governorates . - In addition to their use for above needs, these
centers can also be used for TOFEL and IELT
tests. - To provide at least 20 members of staff per
center for one year duration ( To train trainers
) . This can materialize through employment of
experts in IT and English language from
internationally recognized establishments.

- CAPACITY BUILDING
- a. Leadership training
- To enable senior staff to have the capacity to
manage and run their institutions in a modernized
and effective way. This should also include the
capacity for negotiation and aspects of
administration protocols. - Targets

Vice Chancellors ) 24 - Deans of Colleges and their Assistants ( 279 )

- B. For Academic Staff
- To promote learning techniques ( Converting the
teaching approach into learning process ). - Up-grading staff knowledge in their fields of
specialization through short term visits(
Between first of June up to first of October ).
This can be achieved through Partnerships ,
Twining and MOU programs. The existing
understanding with many universities can be
utilized for these objectives providing funds
were made available. - Strengthening IT skills and English proficiency
in the fields of Science / Engineering / Medical
disciplines . This follows the ministrys
policy, taken during October 2006 scientific
conference, which established the English
language as the official language of teaching .
Above centers can be utilized for this purpose. - Promoting and improving Scientific and
research capabilities which can be achieved
through - Sabbatical leave at advanced universities .
- Joint Supervisions.
- Staff exchange ( Limited to visiting staff from
abroad ) - Participating in conferences, workshops and other
scientific activities.

- c. For Administrative Staff
- The development of administration staff
capacities through special training programs
utilizing the training centers. - Requirements
- Specialized experts in the management and
technical running of institutions and offices. -
- d. For Technical Laboratory staff
- The obvious need to train existing technical lab
staff on new equipment . This include at least
1500 lab staff members as the first stage. - Requirements
- Setting training courses .
- Incorporating training into future procurement of
equipment.

- Project No. 3
- LABORATORY EQUIPMENT
- Existing equipment are out of date which need to
be replaced . For this purpose we have arranged
for an international scientific equipment
exhibition in Erbil City at the end of March 07 .
More than 50 recognized companies will be
participating . We estimate the need for more
than 50 million USD to cover the immediate needs
especially in certain disciplines for the newly
established departments. The procurement of these
equipments should include training / Maintenance
/ Spare parts. - Project No. 4
- SCHOLARSHIPS
- Due to lack and absence of qualified staff in
many fields the need to set up scholarship
program for PhD studies. - The existing PhD staff / student ratio is highly
imbalance ( 1 / 45 ). This situation dictates an
increase in scholarships of extra 200 candidates
per annum.

- Networking and E-System
- To establish a network system (WAN LAN) and
Internet connection for the universities and
academic centers and to link all these
establishments with The Ministry and Universities
worldwide. - To establish Database and an E-System for the
Ministry of Higher Education and related
establishments. - Requirement
- Funding to subscribe and install the necessary
hardware software. - Project No. 6
- The Establishment of e-libraries
- The need of the staff and students to access
information can only be facilitated through - establishing e-libraries for the universities.
- To enable our staff and students to have access
to the e-libraries of other universities through
Partnership programs. - Requirement
- Funding to subscribe and install the necessary
software.

- Construction of Campuses for universities and
institutes - The conditions of existing sites do not meet the
requirements of the colleges and institutes.
Most of these establishments are housed in
residential buildings and lack the basic needs.
A Long term strategy is in place to establish and
construct new campuses. Some of these are at a
design stage and sites have been allocated by the
regional Government. - Requirement Funding to implement these
projects. - Project No.8
- Building Student Dormitories
- As the system of Central Admission is practiced
depending on students average degrees all over
the Kurdistan region, consequently there will be
a great number of students studying away from
their own cities which requires the building of
separate suitable dormitory for male and female
external students. - Requirements
- Building three dormitories for male and three for
female students in each governorate.
