• Most native English speaking children start
  school with a
• grasp of the English sound system
• 6,000 word-family vocabulary in English
• Basic knowledge of grammatical structures of the
  English language

• LEP do not have the same starting English
  linguistic points as non-LEP in the race for
  academic achievement.
• Most LEP do not reach the same level of English
  proficiency non-LEP start with until three to
  five years.

• While LEP peers, who grew up speaking English,
  move ahead to the academic finish line of the
  academic achievement race, LEP fall further and
  further behind.

• LEP must show at least 15 months gains within a
  school year in order to catch- up to native
  Speakers of English in the academic performance
  race.
• The main reason is that the native speaker of
  English is not standing still waiting for the LEP
  to catch-up

• LEP must be provided accelerated English language
  and academic instruction, with research-based
  practices for these students, in order to
  catch-up to native English speakers.
