the Hebrew-version website of the Ministry of
Defense
  • An answer to the operational need for continuity
  • The seam-line and hot pursuit (observation and
    control)
  • Security of the force operating along the
    seam-line
  • Preventing where possible separation of land
    from its owners
  • Taking into consideration the pattern of life
along the seam-line, and the needs of the Israeli
    and Palestinian populations
  • Avoidance of annexing Palestinians west of the
    Barrier
  • Taking individual rights into consideration
  • Preservation of landscape and nature

1920-1967 Shaping Reality
Military superiority vs. International
legitimacy Each one is a necessary condition
for survival but only when used together can
they create conditions for justifying the
enlargement of the homeland of the Jewish

  • Seam Zone Proposal
  • For Modification of the Delineation That Was
Decided Upon By The Government of Israel on Oct
    1st, 2003

41
Principles for determining the proposed route of
the fence
  • The Green Line as a preferred delineation.
  • Large settlement blocks that can be added with
contiguity and without damaging the Palestinian
    livelihood.
  • Other blocks would be secured as separate
defended areas, with access roads secured by
    means other than physical barriers.

Common Principles for the Determination of
theBorder- Geneva Initiative
  • The agreement setting permanent border, final,
recognized, and agreed upon by both Palestine and
    Israel.
  • The border between Israel and Palestine is based
on 1967 line according to the decision of the
UNSC Resolution 242 and the Clinton Principles.
  • Exchange of territories will be carried out
relatively to a 11 ratio as to serve both
    parties interests.
  • Abandoned territories that were existing along
the 1967 borders will be distributed evenly
    between the parties.
  • None of the parties will annex settlements or
    inhabitants of the other side.

Conclusion
  • David Ben-Gurion (Speech to the Knesset April 4,
1949) The IDF can conquer all the territory
between the Jordan River and the Sea but what
kind of state will we have under the assumption
that there are elections and that Dir Yassin is
not our policy. We will end up with a Knesset
with an Arab Majority. Between a Greater Israel
and a Jewish State we chose a Jewish State.
